Engineering Issues: Z-6085 Ellis Melton Company 5900 Patterson Road Lot 2-R, Alessi Addition I-2 Variances are requested from the building line provisions of Section 31-12 and the area regulations of Section 36-320 to permit construction of an addition with a reduced rear yard setback and which crosses a platted 30 foot building line. The property was platted with building lines on all four sides. The interior layout of the existing building dictates that the addition be constructed as proposed. Additional space is needed to allow for the expansion of the business. Office Warehouse Office Warehouse Existing pavement is 31 feet back of curb to back of curb. Patterson is a collector and the width should be 36 feet. Widen pavement to 18 feet from centerline. Improve ditch and inlet at the north east corner. B. Staff Analsis• The Ellis Melton Company, located at 5900 Patterson Road, proposes to construct a 34 foot by 82 foot addition onto the rear of the existing building. The company has experienced growth and has a need for additional warehouse space. The proposed addition will cross a platted 30 foot building line which extends along the rear property line and will have a rear yard setback of 10 feet. The ordinance requires a rear yard setback of 25 feet in the I-2 District. December 18, 1995 Item 4 n ) The property is located in an area comprised primarily of industrial uses on larger, I-2 zoned tracts. All abutting properties are developed with warehousing, wholesaling and light manufacturing facilities. The proposed addition would extend to within 10 feet of the west property line. A 20 foot wide, asphalt driveway is located beyond that and an industrial building is located further past the driveway. The existence of a platted 70 foot building line in front of the building and the location of parking and loading docks on the north side, limits any building expansion to the area proposed. Staff believes the proposal to be reasonable and supports the requested variances. If the building line variance is approved, the applicant will have to do a one lot replat to reflect the change approved by the Board. The applicant should review the filing procedure with the Circuit Clerk to determine if the replat requires a revised Bill of Assurance. C. Staff Recommendation: Staff recommends approval of the requested rear yard setback and building line variances subject to the following conditions: 1. Compliance with the City Engineer's Comments 2. A replat of the lot which reflects the change in the building line is approved by the Board. BDARD OF ADJUSTMENT: (DECEMBER 18, 1995) Presley Melton was present representing the applicant. There were no objectors present. Staff presented the item and a recommendation of approval, with conditions. Mr. Melton stated that he had spoken with adjacent property owners and had encountered no opposition to the proposed addition. He stated that he understood the conditions recommended by staff. A motion was made to approve the requested rear yard setback and building line variances subject to compliance with the two conditions outlined in the staff recommendation. The motion was approved by a vote of 8 ayes, 0 noes and 1 absent. 2
