AND TO ESTABLISH A PLANNED OFFICE DEVELOPMENT, TITLED
HAMILTON STATION POD, LOCATED NORTH OF 14800 CANTRELL
ROAD (Z-7500-I), LITTLE ROCK, PULASKI COUNTY, ARKANSAS,
AMENDING THE OFFICIAL ZONING MAP OF THE CITY OF LITTLE
ROCK, ARKANSAS; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK,
11 ARKANSAS.
12 Section 1. That the zoning classification of the following described property be changed from R-2,
13 Single -Family District, and PCD, Planned Commercial Development, to POD, Planned Office
14 Development:
15 Z-7500-I: DESCRIBED AS PART OF WEST HALF OF THE SOUTHWEST
16 QUARTER OF THE SOUTHEAST QUARTER, SECTION 18, TOWNSHIP 2
17 NORTH, RANGE 13 WEST, AND PART OF LOT 2, LOWE ADDITION TO THE
18 CITY OF LITTLE ROCK AS SHOWN AS INSTRUMENT NUMBER 2009050256,
19 RECORDS OF PULASKI COUNTY, ARKANSAS. SAID PROPERTY BEING

Section 2. That at the voluntary request of the applicant during the May 16, 2023, meeting of the Little
Rock Board of Directors, the following conditions shall also apply to this Planned Office Development:
(a) Building height shall not exceed forty (40) feet in total; and,
(b) Dumpsters shall be located at the northeast corner of the parking lot, and pick-up hours for
trash collection shall be limited to between 6:00 AM and 7:00 PM, as set forth in the property
description in Section l above; and,
(c) Business hours for the building, including hours for delivery, shall be limited to 7:00 AM to
8:30 PM daily; and.
(d) Accessory use of an eating establishment without drive-in service shall be located at the
southeast corner as set forth in the property description in Section 1 above of the development
with the following additional conditions:
i. Outdoor seating, if any, shall be limited to the east side of the building; and.
ii. Operating hours for Sunday through Thursday shall be limited to 10:00 AM to 9:00
PM; and,
iii. Operating hours for Friday and Saturday shall be limited to 10:00 AM to 10:00 PM.
(e) Landscaping of Emerald Green Arborvitae Trees are to be planted at a distance of eight (8) feet
apart on the center of the west side of the opaque eight (8)-foot fence in order to provide a more
aesthetic view for the adjacent neighborhood, as well as provide easier maintenance for the
development; and,
(f) Business uses for this POD shall not include the following:
i. Bank or Savings and Loan Office;
ii. College Dormitory;
iii. College Fraternity or Sorority;
iv. Convent or Monastery;
v. Day Nursery or Day Care Center;
vi. Day Care Center, Adult;
vii. Fire Station;
viii.Government or Private Recreational Uses, including, but not limited to, golf courses,
tennis courts, swimming pools, playgrounds, day camps, and passive recreational open
space;
ix. Lodge or Fraternal Organization;
x. Mobile Canteen Units, even when operated in compliance with current Planning
Department regulations for such vehicles:
xi. Mortuary or Funeral Home;
xii. Nursing Home or Convalescent Home;

I xiii. Medical Marijuana Cultivation Facility as an accessory use;
2 xiv. Medical Marijuana Dispensary as an accessory use;
3 xv. Ambulance Service Post as a conditional use;
4 xvi. Animal Clinic (enclosed) as a conditional use;
5 xvii. Brewery as a conditional use;
6 xviii. Cemetery or Mausoleum as a conditional use;
7 xix. Establishment for care of Alcoholic, Narcotic or Psychiatric Patients as a conditional
8 use;
9 xx. Microbrewery or Microbrewery Restaurant as a conditional use,
10 xxi. Multifamily dwellings (as per an R-5, Urban Residence District) as a conditional use;
I I xxii. Orphanage as a conditional use;
12 xxiii. Parking, Commercial Lot or Garage as a conditional use;
13 xxiv. Taxi Office as a conditional use.
14 Section 3. That the preliminary site development plan/plat be approved as presented to the Little Rock
15 Planning Commission.
16 Section 4. That the change in zoning classification contemplated for Hamilton Station POD, located
17 north of 14800 Cantrell Road (Z-7500-1), is conditioned upon obtaining final plan approval within the time
18 specified by Chapter 36, Article VI1, Section 36-454 (e) of the Code of Ordinances.
19 Section 5. That this ordinance shall not take effect and be in full force until the final plan approval.
20 Section 6. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little Rock,
21 Arkansas, and Designated District Map be and is hereby amended to the extent and in the respects necessary
22 to affect and designate the change provided for in Section I hereof.
23 Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
24 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
25 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
26 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
27 ordinance.
28 Section 8. Repealer. All laws, ordinances. resolutions, or parts of the same that are inconsistent with
29 the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
