Engineering Issues: Z-6048 Moon Realty Company/Alltel Mobile Communications 2800 South Vance Street Part of Lot 3, Rapley Estates I-2 Variances are requested from the height regulations of Section 36- 320 and the height restrictions of Section 36-201 to permit an increase in the height of a monopole, cellular tower from 75 feet to 125 feet. Alltel has an existing 75 foot tall tower on the site. The 75 foot height has proven inadequate in providing the necessary coverage to this area of town. The increased height of 125 feet will allow for the required coverage and enhanced customer service. A SFHA Development Permit is required prior to construction. Lowest floor or level of floodproofing is required at elevation 258. Concrete driveway apron required. B. Staff Analysis: Alltel Mobile Communications, a cellular telephone communications company, proposes to replace the existing, 75 September 25, 1995 item 7 C nt . foot tall monopole tower located on this I-2 zoned property with a 125 foot tall monopole tower. The tower site is a 2,500 square foot lease area within a 10± acre tract occupied by Moon Distributors. The tower lease area is located directly north of the building. The I-2 district has a height restriction of 45 feet and the tower regulations of Section 36-201 limit metal, ground mounted towers to 75 feet in height. It is the applicant's contention that the existing 75 foot tall tower on this site has proven inadequate to provide the necessary coverage to this area of town. zoning in the immediate vicinity is primarily I-2 with a small tract of vacant, C--3 zoned property located adjacent to I-30. Most of the property immediately adjacent to this site is vacant. With the one exception of the Moon Distributor's building, the only use of the adjacent property appears to be the storage of junk and contracting equipment. Interstate 30 is elevated at this point and provides a screen from the tower site to the nearest residential uses farther to the west. Little Rock National Airport is located in close proximity to the east, and FAA approval must be obtained before a building permit is issued for the tower. Allowing an increased tower height of 125 feet at this site would appear to have no impact on adjacent properties and staff is supportive of the variance. C. Staff Recommendation: Staff recommends approval of the requested height variance subject to the following conditions: 1. Compliance with the City Engineer's Comments 2. FAA approval must be obtained prior to a building permit being issued for the tower. B ARD OF ADJUSTMENT: (SEPTEMBER 25, 1995) Merideth Catlett, attorney for Alltel, was present representing the application. There were no objectors present. Staff presented the item and a recommendation of approval, with conditions. The Board was informed that Ms. Catlett had provided staff with documentation from the FAA approving the proposed tower height and location. Ms. Catlett offered no additional comments. 2 September 25,-1995 item 7 C n A motion was made to approve the requested height variance subject to compliance with these conditions outlined in the staff recommendation. The motion was approved by a vote of 7 ayes, 0 noes, 1 absent and 1 abstaining (Alderfer). 3
