Staff Analysis: Cellular One, a cellular telephone communications company, proposes to construct a 150 foot tall, monopole tower on this site. Associated with the tower is an equipment shelter. The tower site consists of a .05 acre leased area within a much larger I-2 zoned tract. The I-2 district has a height restriction of 45 feet and the tower regulations of Section 36-201 limit metal, ground mounted towers to 75 feet in height. It is the applicant's contention that the proposed tower is necessary to provide customer service to cellular telephone users in this part of the City. October 30, 19.95 item N 4 n - There is a 75 foot tall, Alltel Cellular tower on an adjacent lease area on this same tract. On September 25, 1995, the Board of Adjustment approved increasing the height of the Alltel tower to 130 feet. zoning and uses in the immediate vicinity are varied, ranging from a small area of R-3 zoning occupied by single family residences to the surrounding I-2 zoned manufacturing facilities. The property adjacent to the south is outside of the city limits. This undeveloped floodplain to the south is used by Coleman Dairy for pasture. It would appear that the existing cellular tower has had no effect on adjacent properties. Allowing a second tower on this I-2 zoned site should have minimal impact on the area. As was noted in the previous action on this property, there is a private airfield located in close proximity to this site off of Mabelvale Pike, and staff believes any approval for a tower of this height must be conditioned upon FAA approval. C. Staff Recomm ndation: Staff recommends approval of the requested height variance subject to the following conditions: 1. Compliance with the Engineering Comments 2. Prior to a building permit being issued, either FAA approval must be obtained or a statement from the FAA that no approval is necessary must be received. BOARD OF AD STMENT: (OCTOBER 30, 1995) The applicant, Hunter Stuart, was present. There were no objectors present. Staff presented the item and a recommendation of approval, with conditions. Mr. Stuart stated that he agreed with staff's recommendation. A motion was made to approve the height variance subject to compliance with those conditions outlined in the staff recommendation. The motion was approved by a vote of 6 ayes, 0 noes, 1 absent, 1 open position and 1 abstaining (Alderfer). PA
