Engineering Issues: Z-6047 Good Ole Days Foods, Inc./Alltel Mobile Communications 5600 West 35th Street Part of Lot 2A, Rudy's Farm Replat of Lot 1, Rudy's Farm Replat and Block 10, Ruebel and Leymer Addition I-2 Variances are requested from the height regulations of Section 36- 320 and the height restrictions of Section 36-201 to permit the increase in the height of a monopole, cellular tower from 75 feet to 130 feet. Alltel has an existing 75 foot tall tower on the site. The 75 foot height has proven inadequate in providing the necessary coverage to this area of town. The increased height of 130 feet will allow for the required coverage and enhanced customer service. This property lies in the 100 year floodplain, and a portion of the property including the chain link fence along the south property line may lie within the floodway. Staff Analysis: Alltel Mobile Communications, a cellular telephone communications company, proposes to replace an existing, 75 foot tall, monopole tower with a 130 foot tall, monopole tower. The tower site consists of a .11 acre leased area within a much larger, I-2 zoned tract. The I-2 district has a height restriction of 45 feet and the tower regulations of Section 36-201 limit metal, ground mounted towers to 75 feet in height. It is the applicant's contention that the existing 75 foot tall tower on this site has proven to be inadequate to provide the necessary coverage to this area of town. zoning and uses in the immediate vicinity are varied, ranging from a small area of R-3 zoning occupied by single family residences to the surrounding I-2 zoned manufacturing facilities. The property adjacent to the south is outside of the city limits. This undeveloped floodplain is used by Coleman Dairy for pasture. It would appear that the existing 75 foot tall tower has had no effect on adjacent properties. Allowing an increased height of 130 feet on this industrial site should have minimal impact on the area. There is a private air field located in close proximity to this site, off of Mabelvale Pike, and staff believes any approval must be conditioned upon either FAA approval or a statement from the FAA that no approval is needed. C. Staff Recommendation: Staff recommends approval of the requested height variance subject to the following conditions: 1. Compliance with the City Engineer's Comments 2. Prior to a building permit being issued, either FAA approval must be obtained or a statement from the FAA that no approval is necessary must be received. BOARD OF ADJUSTMENT: (SEPTEMBER 25, 1995) Merideth Catlett, attorney for Alltel, was present representing the application. There were no objectors present. Staff presented the item and a recommendation of approval, with conditions. The Board was informed that Ms. Catlett had provided staff with documentation stating that FAA approval was not needed for this proposed tower site. In response to a question from Kirby Rowland, Ms. Catlett stated that the increased tower height -was necessary due to an increased Fa September 25, 199r5 It m o. nt- demand from cellular telephone customers. The taller tower will cover a greater area. A motion was made to approve the requested height variance subject to compliance with the conditions noted in the staff recommendation. The motion was approved by a vote of 7 ayes, 0 noes, 1 absent and 1 abstaining (Alderfer). fl
