HomeMy WebLinkAbout22303 1 ORDINANCE NO. 22,303 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A 5 SOLE-SOURCE CONTRACT WITH MOTOROLA SOLUTIONS, INC., 6 FOR A TOTAL CONTRACT AMOUNT NOT TO EXCEED ONE 7 MILLION, FOUR HUNDRED SIXTY-TWO THOUSAND, FIVE 8 HUNDRED FIFTY-SIX DOLLARS ($1,462,556.00), PLUS APPLICABLE 9 TAXES AND FEES, FOR A FIVE (5)-YEAR TERM FOR CLOUD 10 HOSTING SERVICES AND WORK FLOW MANAGEMENT OF THE 11 PREMIERONE CSR SOLUTION, PREMIERONE CITIZEN MOBILE 12 APPLICATION, AND THE PREMIERONE CSR MOBILE 13 APPLICATION, ALSO KNOW AS THE 311 SYSTEM, TO DECLARE AN 14 EMERGENCY; AND FOR OTHER PURPOSES. 15 16 WHEREAS, since 2006, the City has had a contractual relationship with Motorola Solutions, Inc., 17 regarding the 311 CSR Platform and Work Management System, with the initial output funded by grant 18 assistance;and, 19 WHEREAS, the relationship has evolved over time, expanded and changed with the onset of new 20 technology and upgrades to Motorola's ability to maintain/host a very high volume of City non-emergent 21 request information and completion of duties according to Statute; and, 22 WHEREAS, the goal of 311 is to allow Little Rock Citizens a streamlined method to connect with 23 City Departments and request services; and, 24 WHEREAS, at its inception, 311 was intertwined with 911; however, they were separated in 2016. 25 The City of Little Rock Police Department had prepaid a five(5)-year contract through 2017; and, 26 WHEREAS, the current contract began in September 2018 and is set to expire on August 31, 2023; 27 and, 28 WHEREAS, Departments that utilize 311 for work flows, tracking of services requested and 29 delivered, garnering reports to dictate daily routes, will share proportionally in the funding of this 30 contract;and, 31 WHEREAS, it is desired to waive competitive bidding to enter into a sole source Contract with 32 Motorola Solutions, Inc., for Cloud hosting services and work flow management of the 311 PremierOne IPage l 0131 1 CSR Solution, PremierOne Citizen Mobile application, and the PremierOne CSR Mobile application, for 2 a total contract amount not to exceed One Million, Four Hundred Twelve Thousand, Five Hundred Fifty- 3 Six Dollars($1,412,556.00), plus applicable taxes and fees,for the five(5)-year term; and, 4 WHEREAS, to authorize the City Manager to approve an additional amount of Fifty Thousand 5 Dollars ($50,000.00) for any additional licenses to be added on an as needed basis over the life of the 6 contract. 7 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 8 OF LITTLE ROCK,ARKANSAS: 9 Section 1. The Board of Directors finds that competitive bidding should be dispensed with regarding 10 a contract with Motorola Solutions, Inc., as the sole source provider for Cloud hosting services and work 11 flow management of the 311 PremierOne CSR solution, PremierOne Citizen Mobile application, and the 12 PremierOne CSR Mobile application. 13 Section 2. The City Manager is hereby authorized to dispense with competitive bidding to execute a 14 sole source contract with Motorola Solutions, Inc. for a five (5)year term, which includes Cloud hosting 15 services and work flow management of the 311 PremierOne CSR solution, PremierOne Citizen Mobile 16 application, and the PremierOne CSR Mobile application, with a total cost of the five (5) year contract 17 not to exceed One Million, Four Hundred Sixty-Two Thousand, Five Hundred Fifty-Six Dollars 18 ($1,462,556.00), plus applicable taxes and fees, which includes the additional amount of Fifty Thousand 19 Dollars ($50,000.00) for any additional licenses to be added on an as need basis over the life of the 20 contract. 21 Section 3. Funding for this contract will come from Account No. 103530-61330 (Housing) and 22 Account No. 603110-61330(Public Works). 23 Section 4. Severability. In the event any title, section, paragraph, item, sentence,clause, phrase, or 24 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 25 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 26 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 27 ordinance. 28 Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with 29 any provision of this ordinance are hereby repealed to the extent of such conflict. 30 Section 6. Emergency Clause. The utilization of the 311 System for work flows, tracking of services 31 requested and delivered, garnering reports to dictate daily routes is essential to the public health, safety 32 and welfare; an emergency is, therefore, declared to exist and this ordinance shall be in full force and 33 effect from and after the date of its passage.
