HomeMy WebLinkAboutZ-6014 Staff AnalysisAugust 8, 1995 ITEM N FILE N 2;-6014 Nom: Immanuel Baptist Church - Conditional Use Permit LOCATIVN: -Cantrell Road NW corner of Patrick County Road APPLICANT: John Gerlach, Associate Pastor PROPOSAL: To expand existing facilities by the addition of a one-story membrane structure, approximately 5,400 square feet and seating for 250 people plus new parking for 63 spaces. ORDINANCE DESIGN STANDARDS: 1. Site Location: The subject site of 7.68 acres lies immediately west of "The Ranch", a multiuse project for commercial and office. To the west of the church site is an area of mixed use office, commercial and residential and along the south side of Hwy. 10 is predominate single family. 2. Com atibilit with Nei hhorhood: The proposed church usage is an acceptable activity given the mix of use wrapped around this intersection. Churches are by right in 110-3" and conditional in "R-2." This allows religious organizations a broad location and siting potential. The 7.6 acres involved is large enough to deal with landscaping, buffering and parking so as to lessen impact on neighbors. 3. On -Site Drives and Parkin : The submitted site plan incorporates the design elements typically provided. There are large areas that can be landscaped as well as islands within the paving. The stalls and driveway scale to ordinance standard. There are four handicapped spaces provided. The only negative observed is the proposed gravel temporary parking. The Commission is required to authorize unimproved parking on a conditional use permit, as a variance. A berm, brick wall or dense plantings will be required within the front landscape buffer in order to screen the vehicular use area when viewed at an elevation of 42 inches above the adjacent elevation of Highway #10. If a dumpster is to be used, it must be screened on three sides with an eight foot high opaque wall or wood fence and its location shown. Curb and gutter or another approved border will be required to protect landscaped areas from vehicular traffic. 5, Cit Engineer's Comments: 1. A grading permit is required prior to start of construction. Also, contact ADPC&E for permit prior to starting construction. 2. Contact AHTD for approval of any construction in the right-of-way of Cantrell Road (Highway 10). 3. Construct sidewalk on Highway 10. 4. Construct collector street improvements on Patrick County Road. Radius at intersection should be 31.5 feet. Construct sidewalk on Patrick County road. Improve 100% of drainage across Patrick County Road as required by Ordinance. 5. Provide stormwater detention analysis for site. 6. Concrete aprons are required for driveways onto public streets. 7. Staff .Analysis: This site is in the Highway 10 Overlay District and conforms to --the "100-'foot---setback,-and-40 -foot -buffer., This application presents good basic information and our review reveals little of consequence to be resolved. There are some variances that require attention. They are: 1) Patrick County road is to be built with Phase II. A phase plan should provide a time frame for that construction; Public Works says "construction of Patrick County Road must be accomplished within 5 years or at least begun, regardless of status of Phase II (2) the gravel parking lot should be clearly delineated and edge protection installed tg-'contain loose material. A response to Public Works and Landscape Comments on a revised plan are to be provided in a revised submittal following the Commission's approval. These will be used to document the actions taken. 8, gtaff Rec mmend i n: Staff recommends approval subject to staff comments. SUBDIVISION COMMITTEE COMMENT: (JULY 20, 1995) The Committee received a presentation by persons representing the church. The Plan was characterized as two phases dependent on growth. The second phase to be developed three to five years from now. The applicant offered a brief description of the type structure that is proposed for Phase I. The graphics provided indicate a fabric building, a skin over a skeleton or rib construction. David Scherer, of Public works, reviewed his comments and clarified several points. Brief comments were offered by Bob Brown concerning landscaping and buffers. Z-6014 pLANNING COMMISSIQN ACTION: (AUGUST 8, 1995) The Staff presented a recommendation to the Commission of approval of the application as amended indicating that there was only one amendment. The amendment being that the driveway and surfacing items be modified to meet the suggestions of the Subdivision Committee. There being no objectors and a positive staff recommendation, the Chairman placed this item before the Commission for placement on the Consent Agenda for approval. A motion to that effect was made.
