B. Staff AnaJvsis:
The applicant proposes to substantially remodel and expand
this existing residential structure. As part of the
remodeling process, an 8 foot by 25.3 foot, covered porch
will be added to the front of the structure. This porch
addition will have a reduced front yard setback of 17 feet.
The Ordinance requires a 25 foot front yard setback in the
R-3 District.

There are two situations which tend to mitigate the impact
of the reduced front yard setback. The first is that
several of the homes on the south side of Hill Road,
including the home directly across Valentine Street, face
the side streets and have a maximum of an 8 foot side yard
on the Hill Road frontage. The applicant's proposed 17 foot
front yard setback from Hill Road will be greater than some
other homes in the area.
The second issue is the fact that Hill Road has a 60 foot
right-of-way with 40 feet of pavement, greater than the
typical residential street in this neighborhood. The visual
impact of the reduced front yard setback is greatly reduced
by this broadened right-of-way and street. The addition
will actually sit 25 feet from the curb line of the street.
Staff believes the proposal to be reasonable and supports
the requested front yard setback variance.
C. Staff Recommendation:
Staff recommends approval of the requested front yard
setback variance subject to compliance with the City
Engineer's Comment.
BOARD OF ADJUSTMENT: (MAY 22, 1995)
The applicant, Bobby Roberts, was present. There were no
objectors present. Staff presented the item and a recommendation
of approval, with conditions.
Mr. Roberts offered no additional comments at that time.
A motion was made to approve the requested front yard setback
variance subject to compliance with the City Engineer's Comment.
The motion was approved by a vote of 8 ayes, 0�noes and 1 absent.
