Engineering Issues: Z-5988 Billy Alexander 10501 Sardis Road Lots 1 and 2, Block 45, Mabelvale R-2 A variance is requested from the height and area exceptions of Section 36-156 to permit construction of an accessory building which occupies more than 30 percent of the required rear yard and which is larger than the principal structure on the lot. The applicant would like to construct an open, carport type structure to shelter his motorhome. A small portion of the structure will be enclosed for storage. The proposed location is dictated by the applicant's desire to save several large trees on the property. Single Family residential Single Family residential Driveways are required by Section 30-47 of the Code of Ordinances to be concrete from the curb line to the property line. Asphalt is allowed where sidewalks do not occur. B. Staff Analysis: The applicant desires to remove an existing 10 foot by 35± foot accessory building and to construct in its place a 25 foot by 54 foot, open carport type structure to shelter his motorhome. A 10 foot by 16 foot area of the structure will be enclosed for a storage area. 1,188 square feet of the 1,350 square foot structure will be located in the required rear yard area. The Ordinance limits accessory buildings to May 22, 1995 Item Na.: 1!ont. 30 percent coverage of the required rear yard. In the case of this property, the 30 percent coverage would restrict an accessory building to 750 square feet in area. The proposed structure covers 47 percent of the required rear yard area. The applicant's property is large enough that he could move the building out of the required rear yard area and avoid one variance issue. However, there are several large trees located on the property that the applicant desires to save. As a result, the accessory building has been pushed more toward the rear of the property. A 16 foot wide alley right-of-way separates this property from the vacant property adjacent to the south. The alley right-of-way has never been developed and, in all likelihood, never will be. The 16 foot right-of-way does help to lessen the impact of the proposed structure on this adjacent, vacant property. The property owner directly west of this site has voiced no opposition to the proposal. A new requirement of Section 36-156 is that accessory structures are to be subordinate to the principal structure on the lot and are to contain less gross floor area. The existing home is approximately 734 square feet in area. The proposed accessory building is approximately 616 square feet larger than the existing house. Most of the proposed accessory structure will be unenclosed with only a 10 foot by 16 foot area finished out as a storage room. Staff believes the proposal to be reasonable and supports the requested variances. C. staff Recommendatl0n: Staff recommends approval of the requested area coverage and size variances subject to compliance with the City Engineer's Comment and subject to the accessory building not being enclosed except for a 10 foot by 16'foot storage room. BOARD CF ADJT] TME T: (MAY 22, 1995) The applicant, Billy Alexander, was present. There were no objectors present. Staff presented the item and a recommendation of approval, with conditions. Mr. Alexander offered no additional comments at that time. Mark Alderfer asked Mr. Alexander about the height of the proposed structure. Mr. Alexander responded that the structure would be 12 feet in height. A motion was made to approve the requested area coverage and size variances subject to the following conditions: May 22, 1995 Item N 1(Cont.) 1. Compliance with the City Engineer's Comment 2. The proposed accessory building is to be unenclosed except for a 10 foot by 16 foot storage room. 3. The proposed accessory building is not to exceed 12 feet in height.
