Calhoun Address: 4424 South Lookout Road Description: Lot 12 and the West 14 feet of Lot 11, Block 11, Hillcrest Addition Zoned: R-2 Variance Requested: From the area regulations of Section 36-254 to permit construction of an addition with a reduced side yard setback of 3 feet. A side yard setback of 5.9 feet is required for this R-2 zoned lot. Justification: The existing structure is a one- story single family residence, approximately 1,250 square feet in size, containing two bedrooms and one bath. The applicant proposes to turn the structure into a five bedroom, three and one-half bath home by extending the front of the house and then building a second floor over some of the old and new structure. The downstairs addition will consist primarily of a living room, den and dining room. The upstairs will contain four bedrooms and two baths. Due to the fact that the existing house sets a little crookedly on the lot, extension of the front of the house causes the southwestern corner of the addition to intrude into the required side yard setback. Strict compliance with the setback requirement would make it necessary to construct the addition at an angle to the existing house. Proposed Use of Prooerty: Single family residential taff Report: A. Engineering Issues: Floodplain panel number on survey is incorrect. Contact City Engineer's Office for information. Owners of property are required by City Ordinance to maintain sidewalks and curbs. There exists broken curb and sidewalks on the west side of the property. Contract for repair with the proposed construction. B. Staff Analysis: The applicant proposes to completely remodel and enlarge this existing, single family residence. As part of the project a large addition will be added to the front of the structure. Due to the fact that the house sets a little crookedly on the lot, extending the front of the house causes the southwestern corner of the addition to intrude into the required side yard setback. The proposed addition will have a side yard setback of 3 feet at that point. The ordinance requires a 5.9 foot side yard setback for this R-2 zoned lot. The reduced side yard setback should have very little impact on any adjacent properties. The area across South Lookout Street is occupied by the heavily wooded Allsopp Park. The fifty foot wide Beechwood Street right-of-way separates this property from the nearest property which could be impacted by the reduced setback. This portion of Beechwood Street itself is not a heavily traveled street and traffic will not be affected by the proposal. Staff feels that the proposal is reasonable and supports the requested 2.9 foot setback variance. C. Staff Recommendation: Staff recommends approval of the requested side yard setback variance subject to compliance with the City Engineer's Comments. BOARD OF ADJUSTMENT: (FEBRUARY 27, 1995) The applicant, Joe Calhoun, was present. There were no objectors present. Staff presented the item and a recommendation of approval subject to compliance with the City Engineer's Comments.
