The Board of Directors of the City of Little Rock, Arkansas, met in a Special Called
Meeting with Mayor Frank Scott, Jr., presiding. City Clerk Susan Langley called the roll
with the following Directors present: Miller; Richardson: Peck; Hines (via WebEx
Teleconferencing); Lewis; Wyrick; Phillips (enrolled at 4:05 PM); Kumpuris; Adcock;
Vice-Mayor Webb; and Mayor Scott. Director Dean Kumpuris gave the invocation
followed by the Pledge of Allegiance.
1. ORDINANCE NO. 22,265: To impose a Sunday through Saturday Juvenile Curfew
from 9:00 PM to 5:00 AM in any designated Entertainment District within the City; to
impose a Sunday through Saturday Juvenile Curfew from 9:00 PM to 5:00 AM in any
designated City Park; to declare an emergency; and for other purposes. Staff
recommends approval.
The ordinance was read the first time. Director Adcock made the motion, seconded by
Director Hines, to suspend the rules and place the ordinance on second reading. By
unanimous voice vote of the Board Members present, the rules were suspended and the
ordinance was read a second time. Director Adcock made the motion, seconded by
Director Kumpuris, to suspend the rules and place the ordinance on third reading. By
unanimous voice vote of the Board Members present, the rules were suspended and the
ordinance was read a third time.
By voice vote of the Board Members present, with Director Richardson voting in
opposition, the ordinance was approved.
Director Phillips stated that he had just arrived had not been able to be a part of the
discussion; therefore, he would be voting no.
By voice vote of the Board Members present, with Directors Richardson and Phillips
voting in opposition, the emergency clause was approved.
Director Richardson made the motion, seconded by Director Lewis, to adjourn the
meeting. By unanimous voice vote of the Board Members present, the meeting was
adjourned.
