MINUTES

The meeting of the Little Rock Historic District Commission (LRHDC) was called to
order and roll was taken. As there was a quorum, the minutes from the 8 January 1998
were approved as amended (change in wording on second page; for changes, see computer file:
Office/Guthrie/LRHDC/Minutes/1998/1-8a-98.min).
The single Certificate of Appropriateness (COA) application was:
Applicant: James and Deborah Best
Address: 523 East 7th Street
Request: Install storm windows
The applicant, Jim Best, presented his application request. He presented a sample
.section of a storm window and described the product and color. There were a few
questions as to how many windows, the name of the contractor and whether a storm
door would be installed on the front (no storm door for the north or main entry). There
were no further questions or major concerns with the request. While not a
consideration of the request, Commissioner Wiedower asked about the structure's
history, its interior rehab and maintenance. After brief discussion, Wiedower made a
motion that the COA application be approved as submitted. A vote was taken and the
motion was approved unanimously.
New business was then reviewed. An update of the 1997 - 1998 Certified Local
Government (CLG) projects was discussed. The two CLG funded projects are: the
final stage of the Capitol View project (nomination preparation and presentation) and a
multiple resource nomination for Center City. Two resumes were submitted for Center
City and one resume for Capitol View. A staff review decided on the contractors;
Sandra Taylor Smith will finalize Capitol View's nomination process and Cheri Nichols
will perform the Center City Multiple Resource Documentation Forms.
