3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH FTN ASSOCIATES, LTD., IN AN AMOUNT
5 NOT TO EXCEED NINETY-SEVEN THOUSAND, SIX HUNDRED FIFTY
6 DOLLARS ($97,650.00), TO PROVIDE ENGINEERING CONSULTING
7 SERVICES AT THE LITTLE ROCK LANDFILL; AND FOR OTHER
8 PURPOSES

10 WHEREAS, it is desirable and a regulatory requirement to provide Quarterly Explosive Gas
11 Monitoring, New Source Performance Standards Surface Monitoring and semi-annual and annual reports
12 to comply with the Title V Operating Air Permit and a Greenhouse Gas Report for Calendar Year 2023 for
13 the Little Rock Landfill; and,
14 WHEREAS, FTN Associates, Ltd., was selected through a Statement of Qualifications process, Bid
15 No. 1625,to provide these Engineering Consulting Services.
16 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
17 OF LITTLE ROCK,ARKANSAS:
18 Section 1. The City Manager is hereby authorized to execute an agreement with FTN Associates, Ltd.,
19 in amount not to exceed Ninety-Seven Thousand, Six Hundred Fifty Dollars ($97,650.00), to provide
20 Quarterly Explosive Gas Monitoring,New Source Performance Standards Surface Monitoring,Title V Air
21 Permit Reports and Greenhouse Gas Report at the Little Rock Landfill.
22 Section 2. Funding for this project is from the Solid Waste Enterprise Fund, Account No. 603120.
23 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
24 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
25 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
26 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
27 resolution.
28 Section 5. Repealer. All laws, ordinances, resolutions,or parts of the same, that are inconsistent with
29 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
