3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO AWARD
4 PROFESSIONAL ENGINEERING SERVICES CONTRACTS FOR
5 DESIGN AND SURVEY SERVICES FOR THE 2023-2025 CAPITAL
6 IMPROVEMENT PROJECTS FUNDED FROM THE PROCEEDS OF THE
7 2022 CAPITAL IMPROVEMENT BONDS FOR STREET AND
8 DRAINAGE, AND FOR OTHER PURPOSES

10 WHEREAS, Resolution No. 15,968(May 2,2023)sets forth the list of street and drainage projects for
11 the 2023, 2024 and 2025 Street and Drainage Capital Improvement Program; and,
12 WHEREAS, Engineering Design Consultants were selected pursuant to an annual Statement of
13 Qualifications process, Bid No. 1625,to provide Engineering& Design Services for surveying,design and
14 on-call construction phase services for the projects described herein.
15 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
16 OF LITTLE ROCK,ARKANSAS:
17 Section 1. The City Manager is hereby authorized to execute an agreement with Development
18 Consultants, Inc., in an amount not to exceed One Hundred Nineteen Thousand, Three Hundred Dollars
19 ($119,300.00)for the following projects:
20 a. Reservoir Road at Claremore Street Drainage Improvements (Ward 4)
21 b. Mellon Street at H Street Drainage Improvements (Ward 3)
22 c. Kirk Road at Wellington Village Road Drainage Improvements (Ward 5)
23 d. Leander Drive at 16th Street Drainage (Ward 6)
24 Section 2. The City Manager is hereby authorized to execute an agreement with Engineering
25 Compliance and Construction, Inc., in an amount not to exceed One Hundred Five Thousand Dollars
26 ($105,000.00)for the following projects:
27 a. West 10''' Street Reconstruction, from Oak Street to Maple Street (Ward 1)
28 b. L Street Drainage between North Tyler Street and North Polk Street (Ward 3)
29 c. Adell Drive Drainage outfall to Ridgehaven Court (Ward 5)
30 Section 3. The City Manager is hereby authorized to execute an agreement with Cromwell Architects
31 Engineers in an amount not to exceed Ninety-Six Thousand, Eight Hundred Sixty Dollars($96,860.00)for
32 the following projects:
33 a. R Street at Fillmore Street Drainage Improvements (Ward 3)

1 b. Chenal Parkway at Fitzroy Drainage Improvements (Ward 5)
2 c. Kavanaugh Boulevard at North University Avenue Drainage Improvements (Ward 3)
3 Section 4. The City Manager is hereby authorized to execute an agreement with GarNat Engineering,
4 LLC, in an amount not to exceed One Hundred Twenty One Thousand Dollars ($121,000.00) for the
5 following projects:
6 a. Walker Street Drainage at Rock Creek Bridge (Ward 6)
7 b. West 30th Street Reconstruction, from John Barrow Road to Ludwig Street (Ward 6)
8 c. Crystal Valley Drainage at 12925 Crystal Valley Drive (Ward 7)
9 Section 5. The City Manager is hereby authorized to execute an agreement with Harbor Environmental
10 in an amount not to exceed Two Hundred Six Thousand, Five Hundred Fifty Dollars($206,550.00)for the
11 following projects:
12 a. East 39th Street Drainage, from Park Avenue to Riddick Street (Ward 1)
13 b. Pine Summit Court Drainage, from 8110 Pine Summit to Vancouver Drive (Ward 6)
14 c. Rinke Road at Republic Lane Drainage Improvements (Ward 2)
15 d. Cherrywood Court Drainage outfall near 12 Cherrywood Court (Ward 6)
16 Section 6. The City Manager is hereby authorized to execute an agreement with Pollution
17 Management, Inc., in an amount not to exceed One Hundred Thirty-Nine Thousand,Three Hundred Dollars
18 ($139,300.00) for the following projects:
19 a. 15808 Taylor Loop Creek Drainage Improvements (Ward 5)
20 b. Redwood Drive Drainage at Watson Elementary School (Ward 2)
21 c. Dryad Lane Drainage near 208 Dryad Lane (Ward 6)
22 d. 5201 Kavanaugh Boulevard Drainage Improvements (Ward 3)
23 Section 7. The City Manager is hereby authorized to execute an agreement with Hanson McLaughlin
24 Engineers in an amount not to exceed Eighty Thousand Dollars($80,000.00) for the following projects:
25 a. 209 Weston Court Drainage (Ward 5) •
26 b. Azalea Drive, Drainage from Lantana Road to Juniper Road (Ward 2)
27 c. Durwood Road at Brownwood Road Drainage Improvements (Ward 3)
28 Section 8. The City Manager is hereby authorized to execute an agreement with Traffic Engineering
29 Consultants in an amount not to exceed Two Hundred Seventy Thousand, Two Hundred Fifty Dollars
30 ($270,250.00) for the following projects:
31 a. South Shackleford Road at Colonel. Glenn Road Intersection Improvements (Ward 7)
32 b. Kanis Road at Panther Branch Drive Intersection Improvements (City-Wide)
33 c. Shackleford Road Drainage north of Colonel Glenn Road (Ward 6)

1 Section 9. The City Manager is hereby authorized to execute an agreement with Volkert, Inc., in an
2 amount not to exceed Two Hundred Ninety Thousand, Five Hundred Sixty-Four Dollars($290,564.00)for
3 the following projects:
4 a. Valley Drive Reconstruction from Valley Drive, south (Ward 2)
5 b. Kirk Road at Rahling Road Traffic Signal (Ward 5)
6 c. Vimy Ridge Road Widening at rail crossing and south of Alexander to Pleasant Hill Road
7 (Ward 7)
8 Section 10. The City Manager is hereby authorized to execute an agreement with Iconic Consulting
9 Group(Iconic)in an amount not to exceed One Hundred Forty Nine Thousand, Seven Hundred Forty Seven
10 Dollars and no/100($149,747.00)for the following projects:
11 a. F Street Reconstruction, from North Spruce Street to North Palm Street (Ward 3)
12 b. West 57th Street Drainage west of Hopson Drive (Ward 2)
13 c. Larch Road Drainage south of West 54th Street (Ward 2)
14 d. Bishop Street Sidewalk from West 18`x' Street to Wright Avenue (Ward 1)
15 Section 11. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
16 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
17 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
18 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
19 resolution.
20 Section 12. Repealer.All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
21 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
