performing that rezoning and repealing the original PCD is attached for your use.

17,223 AND REVOKING A PLANNED ZONING
DISTRICT TITLED TYRRELL LEASING COMPANY
II, PCD (Z - 5884-B) AND AT 12,200 BLOCK OF
CHENAL PARKWAY; AND FOR OTHER PURPOSES.
WHEREAS, Ordinance No. 17,223 was passed July 2, 1996
establishing a Planned Zoning District; and
WHEREAS, the Little Rock Zoning Ordinance, Chapter 36
of the Code of Ordinances established a three (3) year
preliminary approval limit for development; and
WHEREAS, the owner of the subject property has
determined that he will not develop the project as
authorized; and
WHEREAS, it is necessary to repeal the "PZD" Ordinance
and restore the zoning classification as previously existed.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That Ordinance 17,223 is hereby repealed,
removing from the official zoning map the classification
Planned Commercial District titled Tyrrell Leasing Company
II, in the 12,200 Block of Chenal Parkway.
SECTION 2. That the property described as: Lot
number 13, Parkway West Addition be restored to C-3
Commercial District as existed prior to the adoption of
Ordinance No. 17,223.
SECTION 3. That this ORDINANCE shall take effect
thirty (30) days from and after its passage and approval.

SYNOPSIS
On June 6, 1996, Mr. Brent Tyrrell received a
recommendation of approval for a mixed use PCD from
the Planning Commission. The Board of Directors on
July 2, 1996 approved an ordinance authorizing the PCD
and allowing Mr. Tyrrell to expand his business to this
site and permit others in the multiuse building. In the
interviewing year, this plan was not developed, but, Mr.
Tyrrell has a purchaser for another use and building not
permitted by the PCD. Therefore, the return to C-3.
FISCAL IlVIPACT
None
RECOMMENDATION
There is no Planning Commission action on this item.
This item is forwarded directly to the Board in as much as
the action proposed to restore the previously existing
zoning of C-3. The Planning Staff recommends the
approval of the request.
CITIZEN
All property owners within the required 200 feet were

notified, as was the Timber Ridge Neighborhood
Association.
BACKGROUND
This lot, until June of 1996, was zoned C-3 Commercial
along with approximate 70 acres between Chenal
Parkway and West Markham Street along Bowman Road.
Mr. Tyrrell owns an auto rental business on the lot next to
this one on the west. He had proposed to use part of thi s
lot to expand his PCD and his auto rental business. The
C-3 then in place would not allow his use, therefore, the
PCD that is at issue here.
Mr. Tyrrell approached staff about the best and shortest
time to return his PCD to C-3 since his project has not
been developed and he has other plans. Staff suggested
taking the action straight to the Board as a revocation and
restoring of prior zoning.

On August 5, 1997 at 6:00 p.m., in the Chamber of the Board of Directors of the City of Little
Rock, Second Floor, City Hall, at 500 West Markham St., pursuant to the provisions of Section

TITLED TYRRELL LEASING PHASE 2 SHORT -FORM AT
12200 BLOCK OF CHENAL PARKWAY (Z -5884-A) IN
THE CITY OF LITTLE ROCK, ARKANSAS, AMENDING
CHAPTER 36 OF THE CODE OF ORDINANCES OF THE
CITY OF LITTLE ROCK; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That the zone classification of the following
described property be changed from C-3 General Commercial to PCD
Planned Commercial District.

Attached is a copy of City Board Ordinance No. 17, 223 which was passed by the City Board on
July 2, 1996. This ordinance provides for the establishment of your .Planned Commercial
Development at 12,200 Block of Chenal Parkway. As you are aware, this was the approval of
the preliminary development stage which now authorizes you to proceed to the development of
your final development plan for submission to this office.
You should have Mr. Joe White of White-Daters, Inc. to submit three clean copies of the last
