Dear Mr. Carney,
On behalf of the applicant, Mr. Stanley Phillips, I am pleased to submit to you the
enclosed documents (completed application; three copies of a survey; eighteen copies of
a site plan; notarized affidavit; and an application fee check for $165) toward implementing
the process to obtain a conditional use permit for the development of vacant property on
the northeast corner of 41 stand Holt Street.
A Bill of Assurance is also attached for this property.
The property is
intended to be developed by the applicant as two (2) residential duplex units with
off-street parking. Please note that Mr. Phillips shall act on behalf of the owner for this
conditional use permit - see notarized affidavit.
The new units (2 x attached units with four separate tenants, approx. 3,600 sf each duplex
unit) shall be on a one-story, flat reinforced concrete slab; thermal insulated wood -framed
structure; clad with vinyl siding; vinyl clad thermal glazed windows and a hip roof clad with
asphalt shingles. Eight (8) concrete paved car slots are to be constructed on the west end
of the site.

In response to the subdivision meeting comments on August 23rd, we'd like to confirm the following:
a) The site plan (see attached) has been revised to include a 5 foot dedication along Holt Street. Three (3)
hardcopies will be hand delivered to your office, today.
b) In response to your comments regarding the orientation of the unit facing the south, we have reviewed all
potential configurations and
find that what is shown works best. There are limitations for the footprint relative to dimensions between
the two units that restrict the
ability to have a street faced entry. Additionally, we believe that the entry facing south will allow the tenants a
much more pleasant open space / privacy than if accessed from the parking lot and street.
C) The corrected square footage for each three bedroom apartment unit is 1,170 sf.
Hope this addresses the outstanding questions and comments. Mr. Phillips has indicated to me that the letter from the
John Barrow Neighborhood Association has already been sent to your office.

a) Location is served by METRO along route 2:L Riverdale. We have no objections to
proposed conditional use.
2) Z-9234 7916 Harmon Drive- residential group home
a) Location is nearby served by METRO on route 3. Pulaski Heights and route 8 Rodney
Parham. METRO has no objections to providing transitional housing in this area which
is served by transit. However, we feel the choice of location could be closer in order to
provide access to transportation forjobs and services. The closest bus stop is .58 miles
from this location which could present a barrier for those with disabilities.
3) Z -586o -A NE corner pf West 41st St &Holt St- residential duplex dwellings
a) METRO serves this location on nearby route 9 -John Barrow. This location will be
included in the Links service area. The current plan does not include sidewalks; we
request they be included for transit pick up. Completing the portion Of 4"t St indicated
in the ROW on the plan would provide Links access to the furthest dwelling from Holt
St.

The above item was presented to association members at the August, 2017 meeting of the
John Barrow Neighborhood Association.
Mr. Phillips was not in attendance, however, I've discussed this application with him on
numerous occasssions and this application is the same as his previous ones presented to
the Planning Commission.
We did not have a Quorum at the meeting and were unable to take on vote on this
application, however, we see no reason for us not to support his application.
Mr. Phillips works very closely with the Neighborhood Association and with very little
problems concerning his developments or tenants.
As President of the Asssociation, I request that the Commissioners support his
application.
