The original application which was filed many weeks ago does need to be
.)k, withdrawn. That site turned out to be in the floodway, and we relocated
the proposed site on other property owned by the same landlord and filed
the new application with the intent of replacing the old application.
We are making arrangements to have the sign posted for the new location.

This message will confirm our telephone discussions of earlier today. You will recall that at the end of
the November 10, 2005 Planning Commission meeting related to our proposed tower installation at the
St. Mark's Church that the Planning Commission indicated that we could revise our application and
resubmit it to the Planning Commission.
As we have discussed, it is Verizon Wireless' goal to work with your office and with the Planning
Commission for a design which both your office and the Planning Commission will approve before we
go on to the City governing body. You have confirmed that we can withdraw our application as it
relates to the currently proposed tower design, and resubmit it with another design which will be in the
form of a cross or other symbol which will likely be of a religious symbolic nature.
In light of the above, and conditioned upon our being able to resubmit an application with a revised
tower design, we desire to withdraw the application in its current form and resubmit to your office with
the revised design. Please let me know the next filing deadline to get on the next available Planning
Commission agenda, and when that meeting will take place.
We appreciate very much the efforts of the staff and of the Planning Commission toward working out a
solution to this matter. We plan to undertake substantial efforts to communicate the revised design to
any opponents of our original design in the hopes that we can obtain unanimous approval, or as close to
unanimous approval as possible.

This letter is in regards to Verizon Wireless' proposed wireless site, Ivesville AR, to be
located at 14301 Cantrell Road.
In order to comply with Sections 36-393 (I) and 36-593 (h) of the City of Little Rock's
code, Verizon Wireless has engineered the site to allow collocation of at least two other
WCF providers and will accommodate two additional antenna arrays, on the tower,
and their equipment facilities.

Dear Mr. Carney,
This letter is in regards to Verizon Wireless' proposed wireless site, Ivesville AR, to be
located at 14301 Cantrell Road.
In order to comply with Section 36-596 (a) of the City of Little Rock's code, a search for
existing structures was conducted, on which to collocate. There were no collocation
possibilities found that would meet location and height requirements, as set forth by
Verixon's RF engineers.
In conclusion, Verizon attempted to find collocation opportunities on existing
structures for this site, but was unable to do so. Thus, a rawland build was the only
alternative.

You recently inquired whether Verizon Wireless would need both the Ivesville and Pankey sites. Set
forth below is a detailed explanation for the need for both sites.
You are correct that a majority of Verizon Wireless' cell spacings in the Little Rock area are somewhat
further apart than these two sites. However, in this geographic area rough terrain areas and large
residential areas caused major problems in Verizon Wireless' buildout plan.
Going west along Cantrell Road from IH -430, there are several developed commercial areas separated
by densely wooded areas. Covering two commercial areas on both sides of a wooded area from a single
cell proved to be impossible.

Dear Dana:
We hereby tender Application for Planned Zoning Development — Short Form for a proposed
telecommunication tower on property owned by J.G. Construction Co. of Little Rock located at 14309
Cantrell Road, Little Rock, Arkansas 72223. The tower will be a one hundred fifty (150) foot monopole.
We are requesting the subject property to be rezoned from its current PCD zone to Revised PCD zone so
as to allow the proposed wireless communication facility to be compatible with the Highway 10 Scenic
Corridor Overlay and provide for the additional commercial use of a telecommunication tower on the
parent tract. As you can see, our tower will be located to the rear of an existing mini warehouse business
and will be completely compatible with the parent tract's existing use. Additionally, we request any
necessary waivers from setbacks as our wireless communication facility will abut the southern boundary
of the parent tract's property line. We are confident that you will find this appropriate as the same owner
has title to both tracts of land and this location is necessary to provide maximum shielding from Highway
10 traffic. Please find attached hereto the following materials in support of our application:
1. Check in the amount of $230.00 for the application and sign fees;
2. Eighteen (18) sets of development drawings including a Site Plan, Landscaping Plan, Elevation
Drawing;
3. Three (3)sets of a Survey;
4. Little Rock Planning Commission P.Z.D. Short Form;
5. Letter stating there were no viable collocation alternatives; and
6. Letter of intent to allow collocation.
We are confident that you and the Little Rock Planning Commission will conclude that Verizon Wireless'
monopole and communications facility will be an asset to your community. The monopole is a state of
the art telecommunication tower that will create minimum intrusiveness into its surrounding
neighborhood while providing critical telecommunication services to the residents of Little Rock. The
successful construction and operation of this tower is critical to the completion of Verizon Wireless'
network for the residents of the City of Little Rock.
