ST. MARGARET'S EPISCOPAL CHURCH
CHENAL PARKWAY
LITTLE ROCK, ARKANSAS
The St. Margaret's site is a 10.8 acre site presently zoned R-2 for which
a conditional use permit is being requested. The building will be
constructed in three separate phases, with the end result being a single
building physically connected by a central lobby area, constructed as
follows:
PHASE 1: A two-story building with education and administrative offices
on the first floor and a multi-purpose space on the second
floor. The primary use of this space will be for worship, but
will be designed to allow for dining and meeting space. The
4,800 square foot area will accommodate 400 people for
worship and 320 people for dining. The total square footage
for Phase 1 including the toilets, mechanical and circulation
area (which includes stairs and elevator) is 28,552 square
feet. Due to the slope of the site, both levels will have grade
level access and the facility will be designed to
accommodate ADA Standards.
PHASE 2: This two-story building will accommodate additional
administrative and educational spaces on the first floor and
a worship area on the second floor. The worship area will
seat 1,000 people. Due to the slope of the site, both levels
will have grade level access and will be designed to
accommodate ADA Standards. Once this Phase is
completed, Phase 1 will become a formal Fellowship Hall with
education space.
PHASE 3: This building addition will be a two-story open space to be
used as a less formal multi-purpose building. St. Margaret's
is placing less emphasis on recreation and more on
fellowship, but this space will be designed to accommodate
both. Again, the site allows multi-level ground access and
will be designed to accommodate ADA Standards.

The exterior of all three Phases will be designed to compliment the
existing Country Club and office facilities for Chenal Valley with an
emphasis on using natural stone.
Site Considerations
All site requirements for Chenal Properties and the City of Little Rock will
be met. The three building Phases are physically connected and all have
grade level access at both floors simply because the design compliments
the slope of the site. The parking will be constructed in two phases as
the building phase program develops. The parking will be terraced and
will run with existing contours where possible. The terracing will eliminate
the appearance of large parking lots and will be well landscaped to further
screen these parking areas. The larger parking areas will be screened by
the buildings. Due to extreme slopes, the eastern quarter of the site will
remain undisturbed. A street access on the north property line will be
provided when the proposed street is constructed on the north side. The
site is accessed by a loop drive at the perimeter of the complex. All
disturbed areas will be landscaped to meet or exceed the City
requirements.

The necessary items are as follows:
1. A letter from Deltic Farms regarding development of the arterial street to be
located North of the church site (as was discussed in previous meetings)
2. A revised site plan containing the following changes:
a. Increased landuse buffer of 28' on the South and Southeast perimeters
b. 6' opaque screen on the South and Southeast perimeters
3. A signage plan to comply with the Chenal Overlay Ordinance
4. Details on the proposed daycare/kindergarten; numbers of children, grades,
etc...
5. A lighting plan for the parking lot and driveways to comply with the Chenal
Overlay Ordinance
6. Details on the proposed bell tower; will there be a.carillon or bells?

This letter is in response to comments made by the subdivision committee
on December 9, 1993.
a. The landscape and buffer ordinance will be met or exceeded.
Mr. Tim Daters with White-Daters & Associates, the Civil Engineer
for the project, has reviewed this site with Mr. Bob Brown with
the city of Little Rock.
b. The land use buffer will be increased to 26.5 feet on the south
and east perimeters.
c. A 6 foot opaque screen will be provided using landscape
materials along the south and east perimeters where adjacent to
single family residential lots.
d. A sewer main extension from phase seven Chenal Valley to the
site is planned.
e. On-site fire protection will be provided.
f. Details concerning signage will be submitted comlpying with the
Chenal Overlay Ordinance.
g. See the attached letter from St. Margaret's Episcopal Church
concerning the day care being considered in future plans.
h. Details for lighting for the parking lots and drives will be
completed during the construction document phase. The lighting
will be low level, directional and aimed away from adjacent
residential properties and will comply with Chenal Overlay.
i. There are no plans at this time to provide either a bell or a
carillon.
j. When phase two is developed a permanent access will be
provided if the arterial street to the north has been completed.
If at this time the street is not completed then a temporary
access to Chenal Parkway will be provided,which will then will

become permanent once the street is built.
k. As discussed in item j, the temporary access will be built during
phase two.
I. This item is presently being reviewed by the Public Works
Department to determine if it is required. The pedestrian
walkway will be constructed to meet the requirements of the
Chenal Pedestrian Plan.
m. A water main extension will be constructed by Deltic Farm and
Timber Company from the Highland Ridge elevated to the site.
n. Required easements will be provided.

Building on the Chenal Parkway
The Rev. Joyce Hardy, Youth Director
St. Margaret's Episcopal Church, which will be building on Chenal Parkway, wants to
include in our future plans the possibility of providing a day care program for children of church
members and of residents of the neighborhood. Possible plans include day care on Monday
through Friday, from 8:00-5:30 for the following numbers of children:
Infants 12
Toddlers 12
Preschool
1 and 2 year olds 12
3, 4, and 5 year olds 12
Kindergarten 23
This program would include a lunch program for the children. Outdoor play facilities will
be available for the day care program's use.
We hope to provide these services within five years after moving into our new facilities. I
would be most pleased to answer any questions you might have about our plans concerning the

5. Central Properties (Z-5412) — The required average buffer width along Hinson Rd. is
21 ft. The requirement along Rodney Parham Rd is 20 ft. Minimum requirements
are 14 ft. and 13 ft. respectively. The buffer width indicated on the plan submitted
drops below the 6 ft. minimum allowed at any given point. The landscape
ordinance requires a 6 ft. wide perimeter landscape strip separating lot lease lines
unless an access easement exists.
8. Maxmart Office (Z-5770) -- The landscape ordinance requires that 65'0' of the interior
of the vehicular use area be landscaped. The total interior landscaping shown is 750
sq. ft. short of the minimum required. A 6 ft. high opaque screen (either a good

Parkway as follows:
Subsection a. That Chapter 31 be deferred for the

purpose of complying with conditions pursuant to a
conditional use permit issued by the Little Rock
Planning Commission allowing for the construction
of St. Margaret's Episcopal Church and related
facilities to be located at 20901 Chenal Parkway.
The specific improvement to be deferred are curb,
gutter, sidewalk and half of minor arterial street
improvements along the south side of an unnamed
minor arterial street to be located north of and
adjacent to the proposed St. Margaret's Episcopal
Church site.
SECTION 2. This ordinance shall take effect thirty (30)
days from and after its passage.

AN ORDINANCE AMENDING CHAPTER 31 OF THE
CODE OF ORDINANCES OF THE CITY OF LITTLE
ROCK, ARKANSAS PROVIDING FOR A WAIVER
OF STREET IMPROVEMENT REQUIREMENTS TO
CHENAL PARKWAY FOR ST. MARGARET'S
EPISCOPAL CHURCH LOCATED AT 20901 CHENAL
PARKWAY (Z-5773)
WHEREAS, the Little Rock Planning Commission, at its
January 4, 1994 meeting, approved a conditional use permit
allowing for the construction of St. Margaret's Episcopal Church
and related facilities to be located at 20901 Chenal Parkway;
and,
WHEREAS, a condition pursuant to the approval of said
conditional use permit necessitated compliance with certain
requirements within the Subdivision Ordinance and Master Street
Plan of the City of Little Rock, more particularly, the
construction of a third travel lane on west bound Chenal Parkway;
and
WHEREAS, a proposed revision to the Master Street Plan is
currently being considered by the Little Rock Planning Commission
which creates a new designation of "Parkway" requiring only two
travel lanes in each direction and which would eliminate the
requirement of the third travel lane.
NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. That Chapter 31 of the Code of Ordinances be
amended to provide for waiver of certain requirements within the
Subdivision Ordinance and Master Street Plan of the City of
Little Rock for St. Margaret's Episcopal Church at 20901 Chenal
Parkway as follows:
Subsection a. That Chapter 31 be waived for the
purpose of complying with conditions pursuant to a
conditional use permit issued by the Little Rock
Planning Commission allowing for the construction
of St. Margaret's Episcopal Church and related
facilities to be located at 20901 Chenal Parkway.
The specific improvement to be waived is the
construction of a third travel lane on west bound
Chenal Parkway located adjacent to the proposed
St. Margaret's Episcopal Church site.
SECTION 2. This ordinance shall take effect thirty (30)
days from and after its passage.
