MARGARET'S EPISCOPAL CHURCH CHENAL PARKWAY LITTLE ROCK, ARKANSAS The St. Margaret's site is a 10.8 acre site presently zoned R-2 for which a conditional use permit is being requested. The building will be constructed in three separate phases, with the end result being a single building physically connected by a central lobby area, constructed as follows: PHASE 1: A two-story building with education and administrative offices on the first floor and a multi-purpose space on the second floor. The primary use of this space will be for worship, but will be designed to allow for dining and meeting space. The 4,800 square foot area will accommodate 400 people for worship and 320 people for dining. The total square footage for Phase 1 including the toilets, mechanical and circulation area (which includes stairs and elevator) is 28,552 square feet. Due to the slope of the site, both levels will have grade level access and the facility will be designed to accommodate ADA Standards. PHASE 2: This two-story building will accommodate additional administrative and educational spaces on the first floor and a worship area on the second floor. The worship area will seat 1,000 people. Due to the slope of the site, both levels will have grade level access and will be designed to accommodate ADA Standards. Once this Phase is completed, Phase 1 will become a formal Fellowship Hall with education space. PHASE 3: This building addition will be a two-story open space to be used as a less formal multi-purpose building. St. Margaret's is placing less emphasis on recreation and more on fellowship, but this space will be designed to accommodate both. Again, the site allows multi-level ground access and will be designed to accommodate ADA Standards. 2228 Cottondale Lane 9 little Rock, AR 72202 .15011664-8700 The exterior of all three Phases will be designed to compliment the existing Country Club and office facilities for Chenal Valley with an emphasis on using natural stone. Site Considerations All site requirements for Chenal Properties and the City of Little Rock will be met. The three building Phases are physically connected and all have grade level access at both floors simply because the design compliments the slope of the site. The parking will be constructed in two phases as the building phase program develops. The parking will be terraced and will run with existing contours where possible. The terracing will eliminate the appearance of large parking lots and will be well landscaped to further screen these parking areas. The larger parking areas will be screened by the buildings. Due to extreme slopes, the eastern quarter of the site will remain undisturbed. A street access on the north property line will be provided when the proposed street is constructed on the north side. The site is accessed by a loop drive at the perimeter of the complex. All disturbed areas will be landscaped to meet or exceed the City requirements. The landscape and buffer ordinance will be met or exceeded. Mr. Tim Daters with White-Daters & Associates, the Civil Engineer for the project, has reviewed this site with Mr. Bob Brown with the city of Little Rock. b. The land use buffer will be increased to 26.5 feet on the south and east perimeters. c. A 6 foot opaque screen will be provided using landscape materials along the south and east perimeters where adjacent to single family residential lots. d. A sewer main extension from phase seven Chenal Valley to the site is planned. e. On-site fire protection will be provided. f. Details concerning signage will be submitted comlpying with the Chenal Overlay Ordinance. g. Central Properties (Z-5412) — The required average buffer width along Hinson Rd. is 21 ft. The requirement along Rodney Parham Rd is 20 ft. Minimum requirements are 14 ft. and 13 ft. respectively. The buffer width indicated on the plan submitted drops below the 6 ft. minimum allowed at any given point. The landscape ordinance requires a 6 ft. wide perimeter landscape strip separating lot lease lines unless an access easement exists. 8. Maxmart Office (Z-5770) -- The landscape ordinance requires that 65'0' of the interior of the vehicular use area be landscaped. The total interior landscaping shown is 750 sq. ft. short of the minimum required. That Chapter 31 be waived for the purpose of complying with conditions pursuant to a conditional use permit issued by the Little Rock Planning Commission allowing for the construction of St. Margaret's Episcopal Church and related facilities to be located at 20901 Chenal Parkway. The specific improvement to be waived is the construction of a third travel lane on west bound Chenal Parkway located adjacent to the proposed St. Margaret's Episcopal Church site. SECTION 2.
