STATEMENT OF PROPOSAL:
The applicant proposes a Planned Commercial Development District
in order to develop a 2.5 acre site for a mixed office and
commercial uses. The applicant proposes two buildings on the
site. The northern -most building is proposed to be split level
with the north half being two stories and the south half being
one story and containing a total of 18,000 square feet. The
southern -most building is proposed to be one story containing
15,000 square feet. Parking for 105 vehicles is proposed.
A. PROPOSAL1_REQC7EST:
Review by the Planning Commission and approval by the Board
of Directors is requested for a PCD to develop a 2.5 acre
site for mixed office and commercial uses. Two buildings
are proposed: the building to the north being a split level
and containing 18,000 square feet; the building to the south
being single Story and containing 15,000 square feet.
Parking for 105 vehicles is proposed on the site.

B. EXISTING CDNDITIDNS:
The site is currently undeveloped and wooded, and fronts on
Bowman Road. The current zoning is 0-3, with C-3 zoning to
the west across Bowman Road and to the north on the abutting
property, C-1 to the south on the abutting property, and R-2
to the east.
C. ENGINEERING UTILITY COMMENTS:
The City Engineering office reports no objections to or
comments on the proposal.
Water Works reports no objections to the project.
Wastewater reports that a sewer main is located on the west
side of Bowman Road, but that there is a possibility that
this sewer main is too shallow for access from the site. If
access cannot be gained to this main, a sewer main
extension, with easements, will be required.
Arkansas Power & Light Co. approved the submittal without
comment.
ARKLA Gas approved the submittal without comment.
Southwestern Bell will require easements.
The Fire Department requests an access road to the south of
Building 1.
Site Plan review reports that the buffer along Bowman Road
needs to be increased from 6 feet to 9 feet in depth.
D. ISSUES/LEGAL/TECHNICAL/DESIGN:
A topographic cross section is required to be submitted.
The proposed treatment of the perimeter and a schematic
landscaping plan is required.
The Planning Division reports that the site is in the I-430
District and has recently been changed from "office" to
"mixed office/commercial". The PCD needs to be carefully
reviewed for impact on the Birchwood neighborhood abutting
the property to the east, and uses should be mixed, not just
commercial. Further, to maintain the quiet business pattern
necessary to protect Birchwood, no drive-thru facilities
should be allowed. The "C-1" and "0711, districts should be
used as guides.

E. ANALYSIS•
The applicant has substantially complied with the
requirements of the Regulations. No outstanding issues
remain to complete the application.
The site is currently zoned 110-311, and the applicant
proposes mixed office and commercial uses to include 110-3"
and "C-1" uses. With the stipulation that no drive-thru
facilities be allowed, the proposal seems in substantial
compliance with the Land Use Plan.
F. STAFF RECOMMENDATIONS:
Staff recommends approval of the request with the conditions
noted above.
SUBDIVISION COMMITTEE COMMENT: (October 28, 1993)
Mr. John Rees, the applicant, and Mr. Pat McGetrick, the
engineer, were present. Staff presented the request. Mr. Rees
and Mr. McGetrick outlined the proposal and responded to the
discussion outline. The Committee noted the need for protecting
the Birchwood neighborhood to the east. After the brief
discussion, the Committee forwarded the item to the Commission
for the public hearing.

Staff presented the item and reported that there are no
unresolved issues to be addressed. The item was included on the
consent agenda for approval and was approved with the vote of
