The church is located on the west end of Taylor Loop Road,
approximately 1,300 feet south of its intersection with
Cantrell Road.
2. Compatibi.litY with Neighborhood
This site is located in an area zoned, almost exclusively,
R-2, single family residential. The area is rural in nature
and consists of a variety of uses including mobile homes,
homes on expansive tracts, a large horse farm and a large
area of undeveloped woodlands.
The city limits form the western boundary of the site and
the proposed National Home Center is located across Forest
Lane, to the north.
Maumelle Assembly of God has existed at this location for
over 50 years. The church has now acquired an adjacent
parcel of land and desires to expand its facilities onto
that parcel.
With attention given to screening the adjacent single family
residences, this proposed use should be compatible with the
neighborhood.

3. On -Site Drives and Parkin
The church has existing parking lots that will accommodate
74 vehicles. The two new parking lots will contain parking
for approximately 30 vehicles. The applicant has requested
a 3 year deferral of the paving requirement for the parking
lot adjacent to the proposed family life center.
4. Screenina and Buffers
Compliance with the City's Landscape and Buffer Ordinances
is required. All new parking lots must comply with the
City's Landscape Ordinance. Maintain a minimum of a 16 foot
buffer on the west perimeter, adjacent to the proposed
family life center.
5. City Engineer Comments
Dedicate 45 feet of right-of-way for Taylor Loop Road.
Construct half of minor arterial street improvements on
Taylor Loop Road.
Dedicate 25 feet of right-of-way for Forest Lane. Construct
half of 27 foot wide street with curb, gutter and sidewalk
on Forest Lane.
Detention and Excavation Ordinances apply.
6. utility Comments
No sewer available. A sewer main extension, with easements,
will be required if sewer service is required.
7. Analysis
Maumelle Assembly of God has been a fixture in this
neighborhood for over 50 years. The church has a current
attendance of approximately 200 and a sanctuary that will
seat 300. The church has acquired an adjacent, heavily
wooded, 2.46 acre tract and desires to construct a family
life center on this site. The family life center will be a
tan, metal building and will contain a kitchen, restroom
facilities, a gymnasium/fellowship hall and three
classrooms. Sufficient buffers are indicated where the site
is adjacent to single family properties.
8. Staff Rec mmendation
Staff recommends approval of this application subject to
compliance with the City's Landscape and Buffer Ordinances
and compliance with the City Engineer Comments.

SUBDIVISION COMMITTEE COMMENT: (OCTOBER 28, 1993)
The applicant, Rev. Bobby Spencer, was present. Dana Carney, of
the Planning staff, presented the item and outlined the concerns
noted above.
A lengthy discussion then followed concerning the right-of-way
dedication and street improvements required for Taylor Loop Road
and Forest Lane.
Rev. Spencer questioned the need for the dedication and
improvements.
Tad Borkowski, of the City Engineers' Office, explained that it
appeared no dedication of right-of-way had ever occurred for the
streets and that the church must now dedicate half of the
required street width.
Mr. Borkowski also explained the nature of the required street
improvements and stated that the church could make an in -lieu
contribution rather than doing the required improvements at this
time.
After the explanation, Rev. Spencer stated that although the
church may agree to the right-of-way dedication, the required
street improvements would be cost prohibitive.
He was informed that any waivers from these requirements could
only be granted by the Board of Directors.
Discussion then turned to the parking lot adjacent to the family
life center. Rev. Spencer was told to provide greater details on
the numbers of spaces in this lot. The Committee determined that
a three year deferral of the paving requirement of this parking
lot would be appropriate.
The Committee determined that there were no other outstanding
issues and forwarded this item to the full Commission for final
resolution.
PLANNING COMMISSION ACTION: (NOVEMBER 16, 1993)
Rev. Bobby Spencer was present representing Maumelle Assembly of
God. There were no objectors present.
Staff presented the item and informed the Commission that the
applicant was requesting a 3 -year deferral of the paving
requirement for the new parking lot located adjacent to the
proposed family life center. The Commission was further informed

that the applicant had agreed to the right-of-way dedication for
both Taylor Loop Road and Forest Lane, but will go to the Board
of Directors to request a waiver of the required Master Street
Plan improvements.
The Commission determined that there were no other outstanding
issues and placed this item on the Consent Agenda for approval
subject to compliance with the City Engineer Comments and
compliance with the City's Landscape and Buffer Ordinances.
The vote was 8 ayes, 0 noes, 2 absent and 1 open position.

6. Existing Status: Existing church site; both Forest Lane and
Taylor Loop Road, at this point, are rural, asphalt paved
streets with no improvements. The church site has 330 feet
of frontage on Taylor Loop Road and 658 feet of frontage on
Forest Lane.
7. Source of Requirement: A conditional use permit was
approved by the Little Rock Planning Commission on November
16, 1993 to allow for the addition of a family life center
building and two new parking lots to this existing, R-2
zoned church site. The conditional use permit review
requires conformance to the Master Street Plan.
8. staff Recommendation: Denial of a complete waiver as being
inconsistent with established City policy of obtaining
required street improvements where required by the Master
Street Plan and Subdivision Ordinance. These streets are
within the urbanizing area of the city and staff feels that
the church should make some contribution toward the required
street improvements, either at the time of the church's next
building program or at a maximum deferred date of five years
from the occupancy of this project.
9. Planning Commission Recommendation: The Planning Commission
approved the conditional use permit subjdct, in part, to
compliance with the City Engineer's Comments which included
the requirement of right-of-way dedication and street
improvements to both Taylor Loop Road and Forest Lane.
10. Conditions or Issues Remaining to be Resolved: None
11. Right -of --Way Issues: Maumelle Assembly of God Church has
agreed to dedicate 25 feet of right-of-way for Forest Lane
and 45 feet of right-of-way for Taylor Loop Road. The
dedication has not yet taken place.
