A conditional use permit is
requested to allow for expansion of
the parking lot for the existing
church located on this R-2 zoned
property. The proposed parking lot
expansion is totally on the
existing church site and does not
involve an expansion onto adjacent
properties.
The church site is located at the southeast corner of the
intersection West Markham Street and Mississippi Avenue.
2. Compatibility with Neighborhood
The surrounding neighborhood is exclusively single family
residential, zoned R-2. Faith Lutheran Church has existed
at this site for approximately 20 years.
The proposed parking lot is to be constructed on the
existing church property and does not involve an expansion
onto adjacent land.
The church will continue to be compatible with the
neighborhood. The parking lot expansion will help eliminate
some on -street parking on the residential streets.
3. On -Site Drives and Parking
The church has an existing paved parking area of 39 spaces.
Some parking on unpaved surfaces takes place at this time.
The applicant proposes to construct an additional 38 parking
spaces, giving the church a total of 77 on-site parking
spaces.
The present seating capacity of the sanctuary is 200
persons, requiring 50 on-site parking spaces.

4. 9creening and Buffers
Compliance with the City's Landscape and Buffer Ordinances
is required with attention given to screening the
residential property adjacent to the south.
A portion of the south property line is bordered by an
opaque fence. The opaque screening fence should be
continued to fill in those gaps along the south property
line.
A minimum landscape buffer of 6 feet is required along the
West Markham Street frontage.
5. City Engineer Comments
Dedicate additional right-of-way to 40 feet from centerline
on Mississippi Avenue and West Markham Street. Construct
6 feet of widening along Mississippi Avenue for a left turn
lane, terminate transition at the south property line.

7. Analysis
Faith Lutheran Church has existed at this site for
approximately 20 years. The seating capacity of the
sanctuary is 200 persons and the present number of on-site
parking spaces is 39.
Currently, many church members park on the streets in the
neighborhood because of a lack of parking spaces on the
church site.
This proposed expansion will double the number of on-site
parking spaces available and should help reduce the number
of church members parking on neighborhood streets.
8. Staff Recommendation
Staff recommends approval of this application subject to
compliance with the City's Landscape and Buffer Ordinances
and compliance with City Engineer Comments.

Joe White was present representing Faith Lutheran Church. Staff
presented the item and outlined the City Engineer and screening
comments noted above.
Mr. White advised the Committee that the site plan was being
revised to eliminate the driveway and parking area shown directly
north of the building.
In response to a question from staff, Mr. White stated that he
had done a grading plan and that there would be a minimal impact
on the slopes along West Markham and Mississippi Avenue.
A discussion then followed concerning the required right-of-way
dedication and street improvements.
It was determined that there is no need for additional
right-of-way dedication or street improvements to West Markham
Street.
Tad Borkowski, of the City Engineer's Office, explained the need
for an additional 10 feet of right-of-way for Mississippi Avenue
and for the construction of 6 feet of widening along Mississippi
Avenue for a left turn lane.
Staff pointed out the need to fill in the gaps in the existing
opaque fence along the south property line.
After a brief discussion, it was determined that there were no
other outstanding issues and the Committee forwarded this item to
the full Commission for final resolution.
PLANNING COMMISSION ACTION: (OCTOBER 5, 1993)
Joe White was present representing Faith Lutheran Church. There
were no objectors present.
Dana Carney, of the Planning staff, presented the item and a
staff recommendation of approval.
Mr. Carney informed the Commission that a revised site plan had
been submitted which addressed all staff concerns.
He stated that the required right-of-way would be dedicated and
that the City Engineer's Office had determined that it is not
appropriate that the street improvements be required with this
application.

Commissioner Oleson stated that she was very concerned about the
loss of several trees on the site and questioned if the site
complied with the City's Landscape and Buffer Ordinances.
Mr. White stated that the parking lot could not be built without
the loss of several trees, but that the site would comply with
the Landscape and Huffer Ordinances. He stated that Bob Brown,
Plans Review Specialist, had reviewed and approved the proposed
site plan.
A motion was made to approve the application. The vote was
6 ayes, 0 noes, 4 absent and 1 abstention (Oleson).
