Site Location Arkansas State Police Association - Conditional Use Permit 1221 Westpark Drive Arkansas State Police Association/ Richard Lawrence, Agent A conditional use permit is requested to allow limited retail sales of Arkansas State Police uniforms and accessories within this existing, I-2 zoned building. The ASPA occupies 5,000 square feet of this 10,000 square foot building and has an area of 1,500 square feet devoted to the retail sales operation. The retail sales of uniforms and accessories requires a conditional use permit in the I-2 zoning district. The site is located on the east side of Westpark Drive, one-half block south of West 12th Street. 2. m ibility with NeighborhQQd The zoning and uses in the neighborhood are extremely mixed. The zoning in the immediate vicinity is I-2 with offices and warehouses being the predominate uses. The ASPA's primary use of this building is as an office with the retail sales occupying 15% of the building's gross floor area. The proposed use will cater primary to law enforcement personnel and will not generate the traffic that some other retail uses might. The proposed use will be compatible with the neighborhood. 3. on -Site Drives and Parkinct The site is fully developed, containing a two story, 10,000 square foot office building and an existing, asphalt parking lot with 24 spaces. Screening and Buffers There is no screening or buffer requirement due to the fact that the surrounding properties are also zoned I-2 and occupied by industrial uses. There is no proposed expansion of either the building or the existing parking lot. 5. City Engineer Commenjs No comments 6. Utility Comments Little Rock Wastewater Utility reports that the compressors for the building are located within a utility easement. Little Rock Wastewater cannot be responsible for damage done to the compressors if the sewer main must be repaired in the future. The sewer main is not shown accurately on the survey. 7. Ana 1ys3s The Arkansas State Police Association owns the I-2 zoned, two story, 10,000 square foot office building located at 1221 Westpark. National Health Laboratories occupies the entire first floor and the ASPA office occupies the entire second floor. The ASPA is requesting permission to utilize 1,500 square feet of the second floor for the retail sales of law enforcement uniforms and accessories. This is a highly specialized retail operation and will not generate the customer traffic that other typical retail operations generate. Staff feels that this proposed retail operation, occupying 15% of the building gross floor area, is an appropriate use and is supportive oi= the request. 8. ff Recommendation Staff recommends approval of this application as filed. SUBDIVISION COMMITTEE COMMENT: (SEPTEMBER 16, 1993) Richard Lawrence was present representing the Arkansas State Police Association. Staff presented the item and pointed out Wastewater's note concerning the building's compressors. 2 October 5, 1993 ,SUBDIVISION ITEM NO.: 1.5 Continued FILE NO-: Z-5733 After a brief discussion, the Committee determined that there were no outstanding issues and forwarded this item to the full Commission for final resolution. PLANNING COMMISSION ACTION: (OCTOBER 5, 1993) Richard Lawrence was present representing the Arkansas Police Association. There were no objectors present. The Planning staff presented the item and a staff recommendation of approval. The Commission was informed that there were no outstanding issues. This item was placed on the Consent Agenda and approved as filed. The vote was 8 ayes, 0 noes and 3 absent. 3
