Site Location Tomberlin Baptist Church - Conditional Use Permit 802 Corning Street Tomberlin Baptist Church/ Rev. S. B. Rufus, Pastor A conditional use permit is requested to allow for the construction of a church on this R-3 zoned property. The site is located in East Little Rock, on the west side of Corning Street, opposite its intersection with Rirspel Street. 2. Qomibilitywith i rh Although the primary zoning in the immediate vicinity is R-3, Single Family Residential, there is much influence of non -single family residential uses in the neighborhood, and several of the existing single family structures are vacant and boarded up. Hollingsworth Court, a large housing project, is located directly across Corning Street from the proposed church site. Much of the housing project is closed and boarded up. The Little Rock Municipal Airport is located one and one-half blocks south of this site. A small church is located one block south, at 918 Corning. The two single family structures located adjacent to the north and west of the proposed church site are vacant and boarded up. It would seem that this proposed use is not only compatible with the neighborhood, but may provide a point of stability for an older residential neighborhood, which appears to be in a state of decline. A site plan has been submitted showing 40 on-site parking spaces, two of which are designated as handicapped parking. 4. scrpgninq andB ff r Compliance with the City's Landscape and Buffer Ordinances is required. A minimum 6 foot wide landscape buffer must be maintained along the western perimeter. A 6 foot high screen is required along the west, north and south property lines. 5, City Engineer gomments Provide handicap ramps at the intersection. Pave alley if used as access to the parking lot. 6, Utilimments Little Rock Municipal Water Works states a 3/4 inch meter is the maximum size available off the existing water main. 7. An�i� Tomberlin Baptist Church was established approximately two years ago and is currently leasing space within an existing church at 2924 East 6th Street. The church has now reached the point where it is able to build its own facility and desires to remain in the East Little Rock community. With proper attention given to screening the adjacent residential properties, this new church could provide a positive, stable influence in this neighborhood. 8. Staff Rego=endatig Staff recommends approval of this application, subject to compliance with the City's Landscape and Buffer Ordinances and compliance with the City Engineer Comments. SUBDIVISION COMMITTEE CQMMEN : (SEPTEMBER 16, 1993) Rev. S. B. Rufus was present representing Tomberlin Baptist Church. Staff presented the item and outlined the City Engineer and landscaping comments noted above. 2 October 5, 1993 SUBDIVISION ITEM NO.: 14 (continued) FILE NO.: Z-5730 It was pointed out that a landscape plan had been submitted which complied with the Landscape and Buffer Ordinances. This plan showed no access from the rear of the site and showed the required landscape buffers and screening. Rev. Rufus stated that the site plan, as represented in the landscape plan, was how the project would be developed. Tad Borkowski, of the City Engineer's Office, explained the need for a handicap ramp and Rev. Rufus stated that one would be provided. In response to a question from staff, Rev. Rufus stated that the parking lot lighting would be low level and aimed inward, toward the parking lot and away from adjacent residential properties. The Committee determined that there were no other outstanding issues and forwarded this item to the full Commission for final resolution. PLANNING COMMISSION ACTION: (OCTOBER 5, 1993) Rev. S. B. Rufus was present representing Tomberlin Baptist Church. There were no objectors present. The Planning staff presented the item and a staff recommendation of approval. The Commission was informed that a revised site plan had been submitted which addressed all staff concerns and that there are no other outstanding issues. This item was placed on the Consent Agenda and approved subject to compliance with the City's Landscape and Buffer Ordinances and compliance with the City Engineer Comments. The vote was 8 ayes, 0 noes and 3 absent. 3
