3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO AN AGREEMENT WITH HOMEMARK PROPERTIES, LLC, D/B/A
5 DOXA CONSTRUCTION, IN AN AMOUNT NOT TO EXCEED SEVEN
6 HUNDRED SIXTY-SEVEN THOUSAND, TWO HUNDRED ONE AND
7 57/100 DOLLARS ($767,201.57), TO COMPLETE THE STORMWATER
8 SYSTEM IMPROVEMENT PLAN AT THE LITTLE ROCK ZOO; AND
9 FOR OTHER PURPOSES.

11 WHEREAS,in 2021 the Little Rock Zoo("Zoo")commissioned a Little Rock Zoo Storm Water Study;
12 and,
13 WHEREAS,pursuant to Bid Event No.2130,the City received one(1)bid from Homemark Properties,
14 LLC, d/b/a Doxa Construction to complete and enhance the Stormwater System Improvement Plan by
15 installing inlet filters at existing and proposed stormwater inlets, installation of a Hydrodynamic Separator,
16 rerouting an existing wash down pipe to the existing Sanitary Sewer System and replacing a 200 linear-feet
17 section of the existing Stormwater System; and,
18 WHEREAS,the Zoo requests approval to enter into a contract with Homemark Properties, LLC,d/b/a
19 Doxa Construction to complete and enhance the Stormwater System Improvement Plan in an amount not
20 to exceed Seven Hundred Sixty-Seven Thousand Two Hundred One And 57/100 Dollars ($767,201.57),
21 plus a 10%contingency, if needed; and,
22 WHEREAS, funding for the project is available from the Zoo Stormwater Outfall Project, Account
23 No. 108659-565C370.
24 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK, ARKANSAS:
26 Section 1. The City Manager is authorized to enter into an agreement with Homemark Properties,
27 LLC,d/b/a Doxa Construction in an amount of not to exceed Seven Hundred Sixty-Seven Thousand. Two
28 Hundred One And 57/100 Dollars ($767,201.57), plus a 10% contingency, if needed, to complete and
29 enhance the Zoo's Stormwater System Improvement Plan.
30 Section 2. Funding for this project is available in the Stormwater Outfall Project, Account No.
31 108659-S65C370.
32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
33 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or

1 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
3 resolution.
4 Section 4. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
5 hereby repealed to the extent of such inconsistency.
