3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A
5 SOLE-SOURCE CONTRACT WITH AIR CLEANING TECHNOLOGIES,
6 INC., IN AN AMOUNT NOT TO EXCEED SIXTY-THREE THOUSAND,
7 SEVEN HUNDRED DOLLARS ($63,700.00), PLUS APPLICABLE TAXES
8 AND FEES, FOR THE PURCHASE OF ONE (1) HOSE REEL VEHICLE
9 EXHAUST EXTRACTION SYSTEM FOR THE FLEET SERVICES
10 DEPARTMENT TRUCK MAINTENANCE SHOP; AND FOR OTHER
11 PURPOSES.

13 WHEREAS,the Fleet Services Department is responsible for routine maintenance and repair of City-
14 owned vehicles and mechanical equipment; and,
15 WHEREAS,the Fleet Services Department requests authorization to enter into a sole-source contract
16 with Air Cleaning Technologies, Inc.; and,
17 WHEREAS, Air Cleaning Technologies, Inc., shall provide and install one (1) Hose Reel Vehicle
18 Exhaust Extraction System;and,
19 WHEREAS, all other Fleet Maintenance Shops are equipped with a Plymovent Exhaust System and
20 the purchase and installation of this exhaust system from Air Cleaning Technologies, Inc., will bring all
21 Fleet Maintenance Shops up to exhaust specifications; and,
22 WHEREAS,vendor selection was made through an approved Sole-Source Exemption,as Air Cleaning
23 Technologies, Inc., is the only authorized dealer for sales and services in Arkansas for Plymovent; and,
24 WHEREAS, the total contract amount requested shall not exceed Sixty-Three Thousand, Seven
25 Hundred Dollars($63,700.00), plus applicable taxes and fees;and,
26 WHEREAS,funds for this account are allocated in Fleet Account No. 600031-61010.
27 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
28 OF LITTLE ROCK,ARKANSAS:
29 Section 1. The City Manager is authorized to enter into a contract with Air Cleaning Technologies,
30 Inc. to facilitate the purchase and installation of one (1) Hose Reel Vehicle Exhaust Extraction System in
31 an amount not to exceed Sixty-Three Thousand Seven Hundred Dollars($63,700.00),plus applicable taxes
32 and fees.
33 Section 2. Since Air Cleaning Technologies, Inc., is the sole-source vendor of the Plymovent Hose
34 Reel Vehicle Exhaust Extraction System, the Board of Directors declares it impractical and unfeasible to
35 submit this purchase to competitive bids.

1 Section 3. Funding for this expenditure will be provided from the Fleet Account No. 600031-61010.
2 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
3 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
4 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
5 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
6 resolution.
7 Section 5. Repealer. All laws,ordinances, resolutions,or parts of the same,that are inconsistent with
8 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
