BACKGROUND:
In June of 1993 the applicant filed his request for consideration
of a plan to construct a mini -storage complex in ;two phases. The
site in question is the south 3.36 acres of a larger parcel used
as a salvage yard.
The Planning Commission held its public hearing on July 13 and
due to problems the item was deferred to August 24 at which time
it was approved on the Consent Agenda.
There were no objectors.
The City Board approved the request on September 21, 1993.
OWNER'S POSITION:
Mr. Buie provided a response to staff inquiry as to his mini -
storage project. He stated, he is looking to sell or other
development and this PZD is not to be pursued.
RECOMMENDATION:
That the PCD be revoked; that Ordinance No. 16,491 be repealed
and that the property be returned to R-2 Single Family and C-3
Commercial.

There were no objectors, no calls and no letters.
The requests was offered for hearing. A brief discussion
followed. It was determined to place this matter on the Consent

STATEMENT OF PROPOSAL:
Mini -storage facility
The applicant proposes to develop a mini -storage facility on a
3.359 acre tract to be constructed in two phases. The first
phase is proposed to include three mini -storage buildings and a
temporary office building. The second phase is to involve the
construction of three additional mini -storage buildings. As part
of the Phase II development, a permanent office/manager's
apartment is proposed to be constructed as an addition to one of
the mini -storage Phase I buildings and the removal of the
temporary office building. It is proposed that the temporary
office building have a self-contained chemical -type toilet
facility in lieu of being connected to a sewer line.
A. PROPOSAWREQUEST :
Review by the Planning Commission and approval by the Board
of Directors is requested for the establishment of a short -
form PCD for the Buie Mini -Storage facility. The applicant
proposes the development of the facility in two phases over
an approximate two-year time period. The first phage is
proposed to commence this calendar year and is to entail the
construction of three storage buildings and a temporary
office building. The second phase is to involve the
construction of three additional buildings and the
construction of the permanent office/manager's apartment
facility. The applicant proposes to utilize a self-
contained chemical toilet facility in the temporary office
building during this first year of the Phase I occupancy and

II.

The site is presently a non -conforming junk yard, with
vehicles and vehicle parts scattered over the site. There
are trees and high grass over the site. The west 110 feet
(+/-) is zoned R-2. The east part of the tract is zoned
C-3. Property to the north, east, and south is zoned I-2.
Part of the property to the north, and property to the west
is zoned R-2.
C. FMINEENTS:
The Engineering Division reports that improvements to
Shackleford Road will be required. Engineering notes that
the Detention and Excavation Ordinances will apply.
Water Works indicates that a pro -rata charge of $15.00 per
foot is applicable. On site fire protection is required for
Phase II.
Wastewater utility reports that the 8" sewer main which is
shown on the site plan is not part of the Little Rock
Wastewater System and cannot be used for sewer service. A
sewer main extension, with easement, will be required.
Arkansas Power and Light Co. will require additional
easements.
ARRLA and the Fire Department have approved the submittal
without comment.

The site plan is incomplete: the topographic cross section
map is not furnished; the landscape plan/buffer plan is
omitted; the source of title is missing; the vicinity map is

zoning classifications are not indicated.

Completed drawings and a comprehensive narrative need to be
furnished. The deficiencies noted are not so substantial
that they cannot be furnished within the time frame allowed.

McGetrick, engineer on the project, were present. Staff
presented the item and Mr. McFarlane outlined the proposal.
Mr. McFarlane indicated that he had met with Wastewater personnel
at the site and had reviewed with them the status of the sewer
main at the southwest corner of the property. Mr. McFarlane
indicated that Wastewater was accepting the sewer as one that
they would maintain and permit the development to tie onto.
Mr. McFarlane presented the request to utilize the temporary
chemical toilet for the duration of the first phase of the
project. The Committee reviewed with the applicant's
representative and with the engineer the deficiencies cited in
the discussion outline. It was agreed by Mr. McFarlane and
Mr. McGetrick that these deficiencies would me corrected. The
Committee referred the item to the Commission for a recommenda-
tion to the Board of Directors.
PLANNING COMMISSION ACTIO : (JULY 13, 1993)

August 24, 1993 hearing date. The applicant had submitted a
letter asking for the deferral, and this letter had been receive
by staff in sufficient time to meet the Bylaws requirement for
inclusion on the Consent Agenda for deferral. The deferral was
passed by the Commission in the approval of the Consent Agenda
with the vote of 10 ayes and no nays.
STAFFUPDATE:
The applicant has determined that sewer service is not readily
available to the site, that the nearest main is over 300 feet
away. When sewer service is further away than 300 feet, a
