3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., REV. CODE
4 CHAPTER 32, ARTICLE VI, § 32-318 (1988), STOPPING, STANDING,
5 PARKING OF BUSES, WITHIN THE CITY OF LITTLE ROCK,
6 ARKANSAS; TO DECLARE AN EMERGENCY; AND FOR OTHER
7 PURPOSES.

9 WHEREAS, the City of Little Rock, Arkansas ("the City"), participates in an Intercity Bus Service
10 that operates intracounty within Pulaski County, Arkansas, known as Rock Region Metropolitan Transit
11 Authority, d/b/a Rock Region Metro; and,
12 WHEREAS, within the Code of Ordinances for the City, there is a provision that deals the stopping,
13 standing and parking of buses at bus stops, bus stands or passenger loading zones or other locations
14 commonly used for discharging and picking up passengers; and,
15 WHEREAS, it is important that the city regulate its transportation with respect to safety and traffic
16 control; and,
17 WHEREAS, it is important that intercity, intracounty and interstate bus services no impede, obstruct
18 or otherwise burden Rock Region Metro bus stops for purposes of loading or discharging passengers.
19 NOW,THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 Section 1. Little Rock, Ark., Rev. Code § 32-318 (1988), Stopping, Standing, Parking of Buses, is
22 hereby amended to add the following Subsection (d):
23 (d) This section does not authorize the use of Rock Region Metro bus stops, bus stands
24 or other Rock Region Metro passenger loading zones by intercity, intracounty or
25 interstate bus services that operated or regularly provide bus transportation services
26 outside of Pulaski County, Arkansas.
27 Section 2. Severability. In the event any section, subsection, subdivision, paragraph,
28 subparagraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be
29 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining provisions of
30 this ordinance, as if such invalid or unconstitutional provision was not originally a part of this ordinance.
31 Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
32 ordinance are hereby repealed to the extent of such inconsistency.
33 Section 4. Emergency. Since the City's Stopping, Standing, and Parking Code was intended to
34 be a comprehensive codification of ordinances dealing with parking within the City of Little Rock,

1 Arkansas, and such regulation is essential to protect the public health, safety and welfare, an emergency
2 is declared to exist and this ordinance shall be in full force and effect from and after the date of this
3 adoption.
