3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO EXECUTE
4 A CONTRACT WITH G & W DIESEL SERVICE INC., FOR THE TOTAL
5 AMOUNT OF EIGHT MILLION, THREE HUNDRED NINETY-FOUR
6 THOUSAND, ONE HUNDRED EIGHTY-SIX DOLLARS ($8,394,186.00),
7 PLUS APPLICABLE TAXES AND FEES, FOR THE PURCHASE OF
8 SEVEN (7) PIERCE PUMPER TRUCKS AND ONE (1) PIERCE LADDER
9 TILLER TRUCK FOR THE LITTLE ROCK FIRE DEPARTMENT; AND
10 FOR OTHER PURPOSES.

12 WHEREAS, it is critical that the Little Rock Fire Department("LRFD")be equipped and trained with
13 reliable forms of search and rescue trucks and equipment to perform proper services for the citizens of Little
14 Rock,Arkansas; and,
15 WHEREAS,LRFD requests the purchase of seven(7)Pierce Pumper Trucks and one(1)Pierce Ladder
16 Tiller Truck to replace aged front-line fire unit assignments; and,
17 WHEREAS,the cost of the Pumper Trucks are Eight Hundred Ninety-Four Thousand, Five Hundred
18 Twenty One Dollars ($894,521.00) each, totaling Six Million, Two Hundred Sixty-One Thousand, Six
19 Hundred Forty-Seven Dollars($6,261,647.00); and,
20 WHEREAS,the cost of the Ladder Tiller Truck is Two Million, One Hundred Thirty-Two Thousand,
21 Five Hundred Thirty-Nine Thousand Dollars($2,132,539.00); and,
22 WHEREAS,the total cost of the purchase of eight (8) units is Eight Million, Three Hundred Ninety-
23 Four Thousand,One Hundred Eighty Six Dollars($8,394,186.00), plus applicable taxes and fees,with City
24 Funds to be reimbursed through the issuance of an additional series of Fire Apparatus Improvement Bonds
25 at a future date. The reimbursement of City Funds advanced for the purchase was approved by the Board
26 of Directors in Resolution No. 15,975 (May 2, 2023);and,
27 WHEREAS,the purchase and delivery of these additional units will take twenty-four(24)to thirty-six
28 (36)months to produce and a price increase is expected; and,
29 WHEREAS, LRFD and Fleet Staff's recommendation is to waive the formal bid process and issue a
30 purchase order to G & W Diesel Service, Inc., for the purchase of seven (7) Pierce Pumper Trucks and one
31 (1) Pierce Ladder Tiller Truck for the Little Rock Fire Department.
32 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
33 OF LITTLE ROCK,ARKANSAS:

1 Section 1. The City Manager is authorized to enter into a contract with G & W Diesel Service, Inc.,
2 for the purchase of seven (7) Pierce Pumper Trucks and one(1) Pierce Ladder Tiller Truck for the cost of
3 the purchase of eight(8)units is Eight Million,Three Hundred Ninety-Four Thousand,One Hundred Eighty
4 -Six Dollars($8,394,186.00), plus applicable taxes and fees.
5 Section 2. Funding for the purchase is allocated through future bond funding which will reimburse
6 the City as approved by the Board of Directors in Resolution No. 15,975 (May 2, 2023).
7 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
8 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
9 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
10 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
11 resolution.
12 Section 4. Repealer. All laws,ordinances, resolutions,or parts of the same,that are inconsistent with
13 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
