Public Works Issues: Z -5649-A D & D Enterprises 10915 Stagecoach Long Legal, part of West 1/2, NW 1/4, Section 8, T -1-S, R -13-W C-4 Variances is requested to permit a 90 day deferral of the pavement requirements of Section 36-508 and the screening requirements of Section 36-523. The applicant is heavily involved in the relocation of numerous houses near the airport which is taking a great deal of his time. He has an arrangement with a contractor to do the paving and screening but that contractor cannot get to this job for 90 days. Storage of houses, to be relocated. Storage of houses, to be relocated. 1. Dedicate 45 feet of right-of-way from the centerline of Stagecoach Road. 2. A sketch grading and drainage plan, a special flood hazard permit, and a special grading permit for flood hazard areas is required. Arkansas Department of Pollution Control and Ecology (ADPCE) and National Pollutant Discharge Eliminating System (NPDES) permit should have been issued for this work. 3. With development construct half -street improvements per Master Street Plan to Stagecoach or provide 15 percent of development costs contribution. The Arkansas Highway Department is planning to widen Highway 5 in this area and if the project bid is let prior to development of this site the developer is not responsible for widening or 15 percent contribution. 4. Construct concrete apron at driveway with appropriate turning radius with a property sized pipe culvert. December 22, 1997 Item No.: B (Cont. Submit sketch driveway improvements and hydraulic calculations for pipe sizing. 5. Stormwater detention ordinance applies to this property. 6. Provide striping and signage plans for the development, for Traffic Engineering approval. 7. Prepare letter for street lights as required by Sec. 31-403. 8. Barricade permit needed during construction of drive. B. Staff Analysis: D and D Enterprises has purchased the C-4 zoned property located at 10915 Stagecoach Road. The property is being used for the storage of houses which have been removed from one location and are awaiting relocation to new sites. The use is permitted on C-4 property. The applicant has been instructed to install a small paved driveway and parking area as well as screening on one side of the property. The applicant is currently involved in the relocation of numerous houses which have been purchased by the airport and is requesting a 90 day deferral of the pavement and screening requirements. Staff believes the requested 90 day deferral is reasonable. The applicant has committed to installing the required Pavement, screening and landscaping at the end of that period. Allowing the deferral should have no impact on adjacent properties. Much of the adjacent property is undeveloped. A large area of undevelopable floodway is located to the rear of this site. I-2 zoned property is adjacent to the west and the property to the east is mostly wooded. C. Staff Recommendation: Staff recommends approval of the requested 90 day deferral of the required paving and screening requirements subject to compliance with the following conditions: 1. The required screening, landscaping and paving are to be installed no later than February 24, 1998. 2. Compliance with Public Works Comments. BOARD OF ADJUSTMENT: (NOVEMBER 24, 1997) The applicant was not present. There were no objectors present. Staff informed the Board that the required notices had not been sent and the item needed to be deferred. 2 December 22, 1997 Item No.: B The item was placed on the Consent Agenda and approved for deferral to the December 22, 1997 meeting. The vote was 7 ayes, 0 noe, 0 absent and 2 open positions. BOARD OF ADJUSTMENT: (DECEMBER 22, 1997) The applicant was present. There were no objectors present. Staff informed the Board that the applicant had completed the required notification. Staff offered a recommendation of approval subject to compliance with the following conditions: 1. The required screening, landscaping and paving are to be installed no later than February 24, 1998. 2. Compliance with Public Works Comments. The applicant offered no additional comments. The item was placed on the Consent Agenda and approved as recommended by staff by a vote of 6 ayes, 0 noes, 1 absent and 2 open positions. 3
