1. Site Location

To convert this "R-3" zoned single
family residence into a two family
residence.
The site is located at the southeast corner of West 42nd and
Holt Streets, four blocks west of John Barrow Road.
2. compatibility with Neighborhood
The neighborhood is zoned R-2 and R-3 and appears to be
exclusively single family residential. Directly across Holt
Street is Kiwanis Park. This large brick home is undergoing
remodeling and is one of the most attractive in the
neighborhood.
The entrance to the proposed second unit would be at the
rear of the structure and would not change the appearance of
the structure as viewed from Holt Street or West 42nd
Street.
3. On -Site Drives and Parkin
There is currently a two car carport on the site. The
applicant is proposing to build a single parking space
taking access from the alley in the rear of the site. This
total of three parking spaces will meet ordinance
requirements of 1.5 spaces per unit.

None
6. Utility Comments
Little Rock Municipal Water Works states an acreage charge
of $150 per acre ($50 minimum) will apply, if it has not
been paid and an additional water meter is required.

Ms. Walker has indicated that the second unit will be
occupied by her sister. If a conditional use permit for a
duplex were approved, however, this would not necessarily
require that the two units must be occupied by relatives.
With the proposed second unit taking access from the rear of
the structure, the outward appearance would not change and
it would not be outwardly obvious that the structure has
been converted into a duplex.
8. Staff Recommendation
Approval subject to the third parking space being
constructed off of the alley, the entrance to the second
unit being placed at the rear of the structure and
compliance with utility comments.
SUBDIVISION COMMITTEE COMMENT:

The applicant was not present. Staff presented the case and
outlined the issues noted above. After a brief discussion, the
Committee forwarded this item to the full Commission for final
resolution.
PLANNING COMMISSION ACTION:
(DECEMBER 15, 1992)
The applicant was present. There were no objectors present.
Dana Carney of the Planning staff presented a recommendation of
approval. After a brief discussion, this item was approved, per
staff recommendation, as part of the Consent Agenda. The vote
was 9 ayes, 0 noes and 2 absent.
