NAME: Keeling - Conditional Use Permit
LOCATION: 8510 Kanis Road
OWNER APPLICANT: Union National Bank/W. B. Putnam

PROPOSAL: To utilize this existing 11C-3"
zoned building and site as an
office, showroom/warehouse with
outside storage. Keeling Company
supplies the swimming pool,
sprinkler contractor and home
construction business. The outside
storage will consist of PVC pipe,
landscape edging and packaged
landscape materials. The proposal
also includes a possible future
expansion area of 7,200 square
feet.
ORDINANCE DESIGN STANDARDS:
1. Site Location
The site is located at the northeast corner of Kanis Road
and Rose Street, approximately 700 feet east of the Kanis
Road/John Barrow Road intersection.
2. Compatibility with Nei hborhood
Uses in the immediate vicinity are varied, but the
predominance of the area adjacent to this site is zoned
C-3. On these C-3 zoned sites are a variety of businesses
ranging from offices to banks, convenience stores and small
shopping centers.
Adjacent to this site, on the east, is the Little Rock Lab
School; to the west is American Interplex Laboratories.
Across Kanis Road are several large tracts of vacant land
zoned R-2 and C-3. Immediately behind this site is a tract
of vacant land zoned MF -12.
Although the uses and zoning in the immediate vicinity are
varied, there is no use involving outside storage such as
proposed in this application. Attention must be given to
properly screening any area used for outside storage.
3. On -Site Drives and Parkin

4. Screening and Buffers
A land use buffer, 19.8 feet deep, is required along the
north property line and a 7 foot buffer is required adjacent
to Rose Street on the west property line. All areas devoted
to outside storage must be screened by a 6 foot opaque
fence. The landscape and buffer ordinances must be complied
with.
5. City Engineer Comments -
Dedicate 15 feet of right-of-way on Kanis Road. Extend and
improve Rose Street to the of the property.
6. Utility Comments
None received at the time of this writing.
7. Analysis
The proposed use, an office, showroom/warehouse, appears to
be compatible with the neighborhood. A primary concern is
the treatment of the area devoted to outside storage. This
area must be screened by a 6 foot opaque fence and the
height of materials stacked outside should be limited to the
height of the screening fence. Compliance with the
landscape and buffer ordinances is required.
8. Staff Recommendation
Approval subject to compliance with the City Engineer's
comments and compliance with the Buffer and Landscape
Ordinances. The area devoted to outside storage must be
screened by a 6 foot opaque fence and the height of the
materials stacked outside must be limited to the height of
the screening fence.
SUBDIVISION COMMITTEE COMMENT:
(NOVEMBER 25, 1992)
The applicant, Bill McClard, was present. Staff presented the
proposal and outlined the concerns noted above. The applicant
stated he understood these concerns and indicated that he would
comply with each of them.
The Committee forwarded this application to the full Commission
for final resolution.

The applicant was present. There were no objectors present.
Dana Carney of the Planning staff presented a recommendation of
approval. He informed the Commission that the applicant had
agreed to comply with all items as noted in the staff
recommendation.
After a brief discussion, this item was approved, per staff
recommendation, as part of the Consent Agenda. The vote was
8 ayes, 0 noes, 1 abstention (Putnam) and 2 absent.
