Site Location Ann Gipson - Conditional Use Permit NW corner of West 30th Street and Longcoy Street, approximately one-half block off John Barrow Road. (2029 Longcoy Street) Ann Gipson The applicant proposes the placement of a single 24 foot by 60 foot multisectional manufactured home on one of the three lots. This home will replace an existing smaller single family frame structure. The lot at issue is located in an almost inaccessible platted lot arrangement, whereby the adjacent streets have not been opened to traffic. There is a platted right-of-way for Longcoy as well as West 30th Street. However, neither provides vehicular access to this lot. The owner enters this property across the alley from Barrow Road by way of a gravel driveway. 2. Compatibility with Neighborhood The surrounding neighborhood is primarily single family scattered with many vacant lots and undeveloped areas. There are some church and business uses along Barrow Road nearby. Compatibility should not be a question. 3. On -Site Drives and _Parking The proposal by this owner will be to utilize the existing access point from the west off Barrow Road and provide a parking space on the lot. 4. Screening and Buffers This is not applicable because it is a residential single family proposal. 5. All utility services are nearby and available. 7. Analysis The staff's review of this proposal and a visit to this site indicates that the proposed multisectional home will in no way adversely affect this neighborhood. In fact, this structure will probably be one of the better residential buildings in the immediate vicinity. This area of John Barrow Addition is occupied by small two bedroom frame residences with many being constructed in the 1940's and 19501s. The site at issue is visibly separated from the rest of the neighborhood by at least one-half block of undergrowth and mature trees on all sides. 8. Staff Recommendation Staff recommends approval of the application as filed subject to adherence to the ordinance site design standards: a. A pitched roof of three (3) in twelve (12) or fourteen (14) degrees or greater. b. Removal of all transport elements. C. Permanent foundation d. Exterior wall finished so as to be compatible with the neighborhood. e. Orientation compatible with placement of adjacent structures f. Underpinning with permanent materials. g. All homes shall be multisectional. h. Off-street parking per single family dwelling standard SUBDIVISION COMMITTEE COMMENT: (SEPTEMBER 3, 1992) The applicant was not present at the meeting. Staff offered the application and a brief history of the applicant's circumstance. The Committee offered no comment on the proposal. The access question was discussed briefly and the issue was then forwarded to the full Commission for final resolution. 2 September 22, 1992 SUBDIVISION ITEM NO.: 13 Continued FILE NO.: Z-5601 PLANNING COMMISSION ACTION: (SEPTEMBER 22, 1992) The applicant was present. There were no objectors present. Richard Wood of the Planning staff offered a recommendation of approval subject to adherence to the Ordinance site design standards. As part of the Consent Agenda, this item was approved subject to adherence of the Ordinance site design standards as outlined in the staff's recommendation. The vote was 9 ayes, 0 noes and 2 absent. 3
