Park Street Alert Center -
Conditional Use Permit

To construct a single family
dwelling on the existing
residential zoned lot for purposes
of a temporary Neighborhood Alert
Center.
The site chosen for this Neighborhood Alert Center is a
50 foot vacant residential lot on the west side of South
Park Street, immediately north of West 12th Street. The
land area surrounding this site is currently a mix of vacant
lots and residential structures.
2. Compatibility with Neighborhood
The proposed structure will be a single family residence by
design with the eventual occupancy by a family through one
of the City's several housing programs.
3. On --Site Drives and Parking
The City in its development of this residential site will
provide on a temporary basis several parking spaces for
staff and visitors. This will be modified as necessary in
the future when the site is sold for a residence.

There are none required.
5. City Engineer Comments
There were none offered.
6. Analysis
There are no problems evident by the responses received.

7. Staff Review
Staff review of this application indicates an appropriate
location for the temporary use proposed. Ideally, this
location would be on 12th Street, in a more exposed
location. The lot chosen is within the immediate area of a
Model Block Program being developed by the City for purposes
of upgrading the housing stock in the neighborhood;
therefore, this lot will serve the need.
8. Staff Recommendation
Staff recommends approval of the application with a
condition of temporary parking removal when converted to
a residential.
SUBDIVISION COMMITTEE COMMENT:
(SEPTEMBER 3, 1992)
The Committee briefly discussed this proposal with Mr. Hathcock
with the end product being that the item be forwarded to the full
Commission for consideration with no adverse comment.
t PLANNING COMMISSION ACTION: (SEPTEMBER 22, 1992)
The applicant was in attendance. There were no objectors
present. Richard Wood of the Planning staff offered a
recommendation of approval. Jim Lawson, Director of the
Department of Neighborhoods and Planning, added that the staff
also recommended approval of a waiver of any on-site parking
requirements. He stated that there are only four houses on this
block, and there is no competition for on -street parking space.
Jim Hathcock then addressed the Commission. He stated that the
City is attempting to locate the owner of vacant lots adjacent
to this site in hopes of purchasing one, and developing it for
off-street parking. Mr. Hathcock further stated that this office
will only be staffed by three people who will drive vehicles, in
addition to the Little Rock Police Department's bicycle patrol
officer assigned to this office.
After no further discussion, the Chairman then called the
question. A vote was taken to approve the conditional use permit
with a waiver of on-site parking requirements. The vote was
9 ayes, 0 noes and 2 absent.
