Site Location Cox Daycare - Conditional Use Permit 820 West 16th Street Eleanor Cox Conditional Use Permit to allow a daycare center for approximately 20 children. This lot is located at the northeast corner of there intersection, with orientation being to the south. 2. Compatibility with Neicthborhood The structure involved is a residence in disrepair. The lot sides upon residential to the east and north with a large multifamily project west across Izard Street. 3. On -Site Drives and Parking The site currently contains a two car parking pad in the front yard and no potential for construction of a drive-thru and drop-off lane on site. The traffic engineer has reviewed a couple of plans and rejected them. 4. Screening and Suffers There is little or none required since vehicle involvement and is almost nonexistent. The yard is residential in character. 5. City Engineer Comments 1. Repair broken sidewalks. 2. Provide on-site drive-thru drop-off explain. 6. Analysis The staff review of this proposal indicates a good site selection with one problem, no parking spaces. If the applicant can successfully deal with this matter, the location should work well. 1 r August 11, 1992 SUBDIVISION ITEM NO.: 11 Continued FILE NO.: Z-5582 7. Staff Recommendation Denial of the Conditional Use Permit unless the owner can produce an acceptable alternative to on-site parking and pickup. SUBDIVISION COMMITTEE COMMENT: (JULY 23, 1992) The Committee, applicant and staff discussed this proposal at length. There were no simple solutions offered for the one critical problem. The applicant indicated that the manager of the adjacent apartments might provide employee parking and she would explore the possibility of obtaining a letter to this effect. Staff determined that the employee requirement for parking is two plus a manager. The applicant indicated that there was a possibility that the drop-off issue could be solved by use on a van. The plan would involve the manager performing a pick up and delivery of the children each day. She stated she would explore this approach further and provide the Commission with a written outline of how it would work. K
