HomeMy WebLinkAbout16025 RESOLUTION NO. 16,025 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO A CONTRACT WITH VINE AND VILLAGE, IN AN AMOUNT 5 NOT TO EXCEED ONE HUNDRED EIGHTY THOUSAND DOLLARS 6 ($180,000.00), TO PROVIDE HOMELESS OUTREACH SERVICES 7 WITHIN THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER 8 PURPOSES. 9 10 WHEREAS, Little Rock, Ark., Resolution No. 12,003 (May 17, 2005), the Board of Directors 11 approved partnerships with other agencies to end Chronic Homelessness within the City of Little Rock, 12 Arkansas("the City"); and, 13 WHEREAS, in a continued effort to decrease homelessness in the City of Little Rock, a Request for 14 Proposal ("RFP") was issued to obtain an entity to increase Homeless Services Resources for the 15 unsheltered residents in certain areas of the City; and, 16 WHEREAS, the RFP was completed by the Procurement Division under Bid Event No. 2001, and it 17 was determined that the Vine and Village bid, in an amount of One Hundred Eighty Thousand Dollars 18 ($180,000.00) was the most responsive, responsible bid meeting specifications of three (3) bids received 19 for the project; and, 20 WHEREAS, upon the formal adoption of this resolution, a contract will be negotiated, finalized, and 21 executed with Vine and Village utilizing American Rescue Plan Act Funds consistent with the City's 22 focus to end homelessness and to maximize services for the homeless and unsheltered. 23 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 24 OF LITTLE ROCK,ARKANSAS: 25 Section 1. The Board of Directors hereby authorizes the City Manager to enter into an agreement 26 with Vine and Village in an amount not to exceed One Hundred Eighty Thousand Dollars ($180,000.00) 27 to provide Homeless Outreach Services consistent with the City's focus to end homelessness and to max- 28 imize services for the homeless and unsheltered. 29 Section 2. Funds for this program are available through the American Rescue Plan Act, Account 30 No. 271359-G0216AR354A. 31 Section 3. The term for such contract shall be for one (1) Calendar year, and upon mutual agreement 32 of the parties, the contract may be extended for up to two (2) additional, one (1)-year terms, or a portion 33 thereof. All payments are conditioned upon entry into a contract for services; further, nothing in 3 this resolution limits the ability of the City, in its sole discretion, to procure similar services from another 4 vendor during the term of the contract authorized here. 5 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 6 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 7 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and 8 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 9 resolution. 10 Section 6. Repealer.
