BACKGROUND:
This PRD received preliminary approval from the Planning
Commission on February 25, 1992 and ordinance approval by the
Board on April 7, 1992 by Ordinance No. 16,193. There were no
objectors.
There was no request for time extension filed.
STAFF UPDATE:
On October 1, 1996, the Staff mailed certified notice to the
owner (currently UALR Board of Trustees). There was no
indication from Mr. Fred Harrison that the university would take
any action.
This parcel was acquired from Mr. Mott and is now part of the
school campus. Therefore, revocation would clear the record.
STAFF RECOMMENDATION:
That the PRD titled "Mott PRD Short -Form" be revoked and that R-5
zoning be restored to the site as it was the prior
classification.

PLANNING COMMISSION ACTION: (DECEMBER 5, 1996)
Richard Wood, of the Staff, offered a brief update of this
application and some history of the property relative to the UALR
acquisition of the site. wood stated that the University has
expressed no interest in pursuing development of this property in
the manner which was authorized. The property is currently part
of the school campus.
After a brief discussion, a motion was made to recommend to the
Hoard of Directors the revocation of this PRD and the restoration
of the previous zoning classification.
The motion passed by a vote of 11 ayes, 0 noes and 0 absent.

(5) Townhouse Apartment Units
The proposed project consists of constructing five townhouses
each approximately 1,000 square feet as rental units for students
and staff from UALR. The apartment units will have thirteen
parking spaces on the east side which will be accessible by an
alley from west 28th Street.
A. PROPOSALIREOUEST:
This application consists of a short -form PRD for five
rental units approximately 1,000 square feet each. The
proposal utilizes the alley for access to the thirteen
parking spaces.
B. EXISTING CONDITIONS:
This site is occupied by a single family dwelling that has
been used as rental property for a number of years. The
West 28th Street is a two lane road with ditches on both
sides.
C. ENGINEERING COMMENTS:
Provide 10 feet of additional right-of-way and construct
one-half of 36 feet collector street with sidewalks. The
alley should be properly paved and improved.

D. ISSUES LEGAL TECHNICAL DESIGN:
Issues to be introduced are as follows:
1. Reduce the number of units to four.
2. Reduce the number of parking spaces to nine and
increase green spaces.
3. Comply with Bob Brown landscape plan.
E. ANALYSIS•
Staff's view of this proposal is the project requires
redesigning in order to decrease the number of units to
four and the number of parking spaces to nine.
With the present zoning of the site, R-5, the owner would be
allowed to place three units. The Planning staff feels that
five units is overbuilding the site. The decrease in the
number of units and parking spaces would make this site more
attractive.
F. STAFF RECOMMENDATIONS:
Staff recommends approval subject to the comments made
above.
SUBDIVISION COMMITTEE COMMENT: (FEBRUARY 6, 1992)
Mr. Mott was present. A lengthy discussion of the PRD was held.
There were two areas of involvement which received attention, the
street improvements on West 28th Street and reducing the number
of rental units. Jerry Gardner of Public Works indicated that
half of a 36 foot collector standards with sidewalks needed to
be built on a 50 foot lot frontage. Mr. Mott responded saying he
would consider street improvement in his proposal. Mr. Mott also
agreed to decrease the number of units to four and comply with
Bob Brown's landscape plan. Mr. Mott indicated that he would
provide a revised site plan before the Planning Commission
meeting.
PLANNING COMMISSION ACTION: (FEBRUARY 25, 1992)
The applicant was present. There were no objectors present. The
Planning staff recommended approval of the PRD with reduction of
apartment units to four and parking spaces to four.

The owner, Mr. Mott, was present. He agreed with staff's
recommendation, but question the amount of the street
improvements that he will be required to place on West 28th
Street.
Mr. Gardner of Public Works stated Mr. Mott will be required to
improve West 28th Street, place sidewalks and improve the alley.
Mr. Mott responded stating that Tri -Delta next door neighbor
did not have to build sidewalks. Mr. Gardner agreed to check
Tri -Delta project.
Bob Brown of Planning staff stated that Mr. Mott met landscaping
requirements.
A motion was made to approve this item as amended and passed by a
vote of 10 ayes, 0 noes and 1 absent.
