10 BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE, ROCK,
11 ARKANSAS.
12 SECTION 1. That the zoning classification of the following described property be changed from PD -
13 C, Planned Development — Commercial, to Revised PD -C:
14 A parcel of land located at 3205 Old Shackleford Road, Little Rock, Arkansas, being
15 more particularly described as follows: Part of the North '/2 SE %4 NE'/4 of Section 16
16 Township 1 North Range 13 West Pulaski County, Arkansas, more particularly
17 described as follows: Beginning at the northeast corner of said north '/2 SE 1/4 NE'/4
18 run thence south along the east line of said north 1/2 SE'/ NE `/4 for 147.8 feet thence
19 north 8910'48" west for 115.1 feet to the centerline of Shackleford Road thence

29 Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects
30 necessary to affect and designate the change provided For in Section I hereof.
31 SECTION 5. That this ordinance shall not take effect and be in full force until the final approval of
32 the plan.
33 SECTION 6. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
34 or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or

1 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
3 ordinance.
4 SECTION 7. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent
5 with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.

The applicant is proposing a revision to the existing PD -C
zoning to allow the placement of a ground sign on the
entrance drive to Shackleford Pass.
None.
Staff recommends approval of the requested PD -C zoning.
The Planning Commission voted to recommend approval
of the PD -C zoning by a vote of 11 ayes, 0 noes and
0 absent.
The Planning Commission reviewed the proposed PD -C
request at its October 30, 2014, meeting. There were no
registered objectors present. All property owners located
within 200 -feet of the site along with the John Barrow
Neighborhood Association were notified of the Public
Hearing.
BACKGROUND
Ordinance No. 16,169 adopted by the Little Rock Board of
Directors on February 18, 1992, rezoned the site from R-2,
Single-family to PD -C to allow the use of the property for a
locksmith business. The minute record states the use of the
property should be limited to "quiet businesses". The
approval did not exclude but did not specifically include
ground or building signage.
On March 26, 2014, staff approved a request to allow
Courthouse Concepts to occupy the building. According to
the applicant the business was a pre-employment
background and drug screening business. The business
also included a private investigation division. The
applicant indicated there were very few clients stopping by
the business on a daily basis. Staff did not support the
placement of a ground sign but did support allowing wall
signage as allowed in the office zoning district (10% of the
facade area abutting a public street). The applicant
indicated building signage was adequate to serve their
needs.
The applicant is now proposing a revision to the existing
PD -C zoning to allow the placement of a ground sign on
the entrance drive to Shackleford Pass. The sign is
proposed with a maximum height of six (6) feet and a
maximum sign area of sixty-four (64) square feet.

Courthouse Concepts Inc. is a pre-employment screening company that incorporated in 1999,
and is located in Fayetteville, Arkansas. In addition to applicant screening and background
checks, we provide abstracting services, a full range of drug screening, private investigations
and security assessments. We are excited about opening a new office in Little Rock, and have
purchased an office located at 3205 Shackleford Pass.
This location is zoned PCD; however it is not approved for any ground signage. We are
requesting consideration for a revision, to allow for a ground sign in compliance of Section 36-
553, Signs permitted in institutional and office zones. There are other office buildings in the
immediate vicinity that have signage in place.
Our goal is to install a sign in compliance with Section 36, on the right side of our driveway
access, facing Shackleford Pass to assist our customers in locating our new office.
