STAFF ANALYSIS
The request is to rezone one acre on West 34th from R-2 to
I-2. The land is situated two blocks south of Asher Avenue
and three blocks east of Mabelvale Pike. The proposed I-2
zoning is to permit some type of trucking operation. The
site is vacant at this time.
Zoning in the area is R-2, R-3, C-3, I-2 and I-3, with no
well-defined zoning pattern established. The property in
question is surrounded by I-2 land and there is some I-2
across West 34th. There has been very little zoning activity
in the area and the most recent rezoning was to I-2 for a
large tract of land to the east. Land use in the immediate
neighborhood is somewhat mixed and includes single family,
commercial and industrial.
The adopted Fourche District Plan identifies the property for
industrial use. (Due to some recent boundary modifications
to several planning districts, this location is now part of
the I-630 District.) I-2 is an appropriate rezoning for the
plan's land use designation and the reclassification should
not have an adverse impact on the nearby properties. The
residential element of the neighborhood is slowly
disappearing and its long-term viability is questionable.

Staff feels that the remaining single family lots will be
rezoned for some type of industrial use over the next
several years.
ENGINEERING COMMENTS
There are none to be reported.
STAFF RECOMMENDATION
Staff recommends approval of the I-2 rezoning as requested.
PLANNING COMMISSION ACTION: (DECEMBER 17, 1991)
The applicant, Bob Richardson, was present. There were
two interested neighborhood residents in attendance.
Mr. Richardson spoke briefly and suggested that the residents
be heard first.
Nola Ballinger, a resident of West 34th, spoke and asked
questions about land values and ownership of the property.
Ms. Ballinger pointed out to the Commission that West 34th
Street was posted "no thru trucks". She continued by
describing some of the neighborhood's concerns and wanted to
know about the future plans for the property. Ms. Ballinger
said the neighborhood would be interested in seeing the site
plan once it was completed.
Bob Richardson spoke and responded to Ms. Ballinger's
questions. Mr. Richardson said that Quality Foods was the
owner and went on to describe their entire ownership in the
area. He said the property would be developed by Quality
Foods for additional warehousing, and the owner has made a
significant investment in the area. Mr. Richardson said the
principal access was from Asher Avenue and described the
owners' future plans.
A motion was made to recommend approval of the I-2 rezoning
as requested. The motion passed by a vote of 9 ayes, 0 nays
and 2 absent.
