Eight Studio Apartment Units
The developer of Karolson Manor Apartments locate at 1017 and
1023 East 8th Street wishes to extend his operation to 1022 East
8th Street by constructing eight small apartment units into the
present two-story framed house. Each unit will have 350 square
feet of living space including a kitchen and bathroom with an
available parking area in the rear. The apartment facility is
projected to be completed within one year of final approval.
A. PROPOSALIRE TEST:
The applicant proposes to renovate a two-story frame house
and convert it into eight small apartment units.
B. EXISTING CONDITIONS:
The property currently consists of a two-story house and a
storage building in the rear. The property is surrounded by
residential uses on the west and the Karolson Manor
Apartments lying immediately to the south.
C. ENGINEERING COMMENTS UTILITY COMMENTS:
There are no engineering comments.

D. ISSUES LEGAL TECHNICAL DESIGN:
The issues to be introduced here are as follows:
1. Submit the landscape plan and receive approval from
Bob Brown in our department.
2. The building code requires concrete pavement for the
parking area clarifying the type of surfacing.
E. ANALYSIS•
The Planning Staff viewed this proposal as the type of
housing being very much in demand in this area. The
previous PRD located at 1017 and 1025 East 8th Street has
been a successful operation. Staff supports this project as
being an asset for the neighborhood.
F. STAFF RECOMMENDATIONS:
Staff recommends approval as filed.
SUBDIVISION COMMITTEE COMMENT:
(OCTOBER 3, 1991)
The applicant was present. The matter was discussed briefly.
The applicant indicated that he had already revised his site plan
per Bob Brown's comments for landscape requirements. There was
no further discussion on this item. The Committee expresses
support for the applicant's effort to restore the old house.
PLANNING COMMISSION ACTION: (OCTOBER 22, 1991)
John and Vickie Karolson were present. There were no objectors
present. Rev. Lewis Kendrick was present representing his
church. He stated the applicants have done a good job in
renovating the other houses they own and properly manage the
units.
The Karolsons and the Commission engaged in a discussion about
density, parking, adjacent land use and the number of apartments
in which they own or manage.
Commissioner Nicholson raised some concerns on the density of the
project and the relationship of this development to the growth
policy study underway. A concensus was not reached on a tie
between the two and the question was not resolved.

After a lengthy discussion, a motion was made to approve the PRD
as filed with acceptance of Mr. Karolson's agreement to comply
with the landscaping requirements. The motion passed by a vote
of 9 ayes, 0 noes, 1 absent and 1 open position.
