3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH SASAKI ASSOCIATES, INC., IN AN
5 AMOUNT NOT TO EXCEED SEVEN HUNDRED, FORTY-FIVE
6 THOUSAND DOLLARS ($745,000.00), FOR CONSULTING SERVICES
7 AND THE PREPARATION OF THE DOWNTOWN LITTLE ROCK
8 MASTER PLAN AND FOR OTHER PURPOSES.

10 WHEREAS, The Little Rock City Board of Directors has provided funding for the preparation of a
11 Downtown Little Rock Master Plan;and,
12 WHEREAS, The overall purpose of the Downtown Little Rock Master Plan is to develop a plan to
13 establish a roadmap for future decision making by the City of Little Rock, the Downtown Little Rock
14 Partnership, and other relevant agencies, entities, and stakeholders for strategies for the Downtown Little
15 Rock area. The plan will include addressing issues related to the fragmented urban fabric,connectivity and
16 mobility challenges, open space opportunities, commercial redevelopment, downtown residential density,
1 and tourism and institutional strategic alignment. The consultant will work to take these themes and
1: dynamics and develop them into a master development and implementation plan that will address these
I' opportunities while building on current successes; and,
21 WHEREAS, Sasaki Associates, Inc., was selected from the City's RFQ process, Bid No. 1935, to
2 provide Consulting Services for the development of the Downtown Little Rock Master Plan.
2. NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
2 OF LITTLE ROCK,ARKANSAS.
24 Section 1. The City Manager is authorized to enter a contract with Sasaki Associates, Inc., in an
25 amount not to exceed Seven Hundred,Forty-Five Thousand Dollars($745,000.00)for Consulting Services
26 and the preparation of the Downtown Little Rock Master Plan.
27 Section 2. Funds for this plan are available through American Rescue Plan Act Funds, Account
28 No. 271339-G0230AR33A-63390.
29 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
30 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
31 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
32 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
33 resolution.

1 Section 4. Repealer. All laws, ordinances, resolutions, or parts of same, which are inconsistent with
2 the provisions of this resolution are hereby repealed to the extent of such inconsistency.
