STATEMENT OF PROPOSAL:
The City of Little Rock is the owner of this vacant house located
at 2016 West 18th Street. Ms. Hollingsworth expressed an
interest in using the house for a student study and counseling
center. The proposed center will have rooms setup for reading
and a library. There will be one or two staff persons on duty to
help students study as well as monitor the center's activities.
A. PROPOSAL RE UEST:
The POD is filed for the purpose of utilizing the vacant
house as a center for female students to study and be
counseled.
B. EXISTING CONDITIONS:
The site is currently occupied by a single family structure.
The building is in a state of disrepair. There is
sufficient parking for one or two cars in the front of the
house.

C. ENGINEERING COMMENTS UTILITY COMMENTS:
There are no engineering review comments.
D. ISSUES LEGAL TECHNICAL DESIGN:
There are no issues associated with the POD.
E. ANALYSIS•
The Planning Staff's review of the Short -Form POD reveals no
problems with the proposal as presented.
F. STAFF RECOMMENDATIONS:
Staff recommends approval as filed.
SUBDIVISION COMMITTEE COMMENTS: (OCTOBER 3, 1991)
Mr. Tim Polk, Assistant Director of Neighborhoods and Planning,
described the project and various elements of the proposal.
Mr. Polk indicated that Ms. Hollingsworth's nonprofit
organization chose this house because of the walking distance
from Central High School.
Commissioner Walker spoke and said the house is located in the
middle of the residential neighborhood and also cannot provide
enough parking for the students or staff. There being no further
discussion on this item, it was forwarded to the full Commission.
PLANNING COMMISSION ACTION:
(OCTOBER 22, 1991)
The prospective user/owner of the site was not present. Staff
indicated some difficulty in contacting Ada Hollingsworth about
continuing the proposal. Jim Lawson recommended to the
Commission that the request be withdrawn.
A motion to withdraw was made and passed by a vote of 9 ayes,
0 noes, 1 absent and 1 open position.
