A conditional use permit is
requested to allow for the use of
this existing, C-3 zoned building
and site as an auto glass shop and
auto rental agency. The primary
use of the site will be as a
facility for the installation or
replacement of auto glass.
Approximately 720 square feet of
the 3,440 square foot building
(20%) will be used as an office for
an auto rental agency.
This site is located one-half block north of Rodney Parham
Road, on the east side of Towne Oaks Drive.
2. Compatibility with Neighborhood
The predominant zoning in the neighborhood is C-3.
The immediate vicinity contains a variety of uses including
several restaurants, auto related uses such as a muffler
shop and full service car wash, shopping centers and an
assortment of freestanding commercial uses.
A large plant nursery is located one block to the south.
Several large apartment complexes are located in an area
north and west of this site.
An equipment rental business, with outside storage/display
of equipment and materials, is located one block north of
this site.
The primary use proposed for this site is an auto glass
company. All uses pertaining to this business will take
place within the enclosed building.

The secondary use of the site will be an office for an auto
rental agency. This business will park approximately
8 vehicles on the site.
The proposed uses are compatible with the neighborhood.
3. On -Site Drives and Parking
The site contains an existing, paved driveway and 33 space
parking lot, two of which are designated as handicapped.
The auto glass company requires 16 on-site spaces, leaving
17 spaces available for the auto rental agency.
4. Screening and Buffers
All improvements are currently existing. Only minor
interior remodeling is proposed for the building.
A previously approved site plan for this property showed
landscaping in the three islands adjacent to Towne Oaks
Drive. Staff would recommend that this applicant also
landscape these areas.
No additional landscape screening or buffer is required.

7. Analysis
In 1991, a conditional use permit was issued to allow for
the conversion of this existing building into an automobile
stereo sales and installation business. At that time, two
overhead doors were installed on the rear wall of the
building. That business has since relocated.
The applicant proposes to utilize the building for the
similar use of auto glass sales and installation.
As was the case with the previous use, all installation will
take place within the enclosed building.
The secondary use proposed for the site is an automobile
rental agency. This particular company provides replacement
vehicles through insurance companies and does not have the
type of customer traffic that other rental agencies do, such
as those located near the airport.

The rental agency office will occupy approximately
720 square feet (20%) of the existing 3,440 square foot
building. Only about 8 vehicles available for rent will be
kept on-site.
Staff feels that the proposed uses are appropriate for the
neighborhood and is supportive of the request.
8. Staff Recommendation
Staff recommends approval of this application, subject to
there being no outside storage of materials from the auto
glass business and all installation of auto glass taking
place within the enclosed building.
Staff would also recommend that those areas set aside for
landscaping be upgraded and maintained.
SUBDIVISION COMMITTEE COMMENT:

The applicant was not present. Staff presented the item and
outlined the landscaping concern noted above.
After a brief discussion, the Committee determined that there
were no other outstanding issues and forwarded this item to the
full Commission for final resolution.
PLANNING COMMISSION ACTION:
(DECEMBER 14, 1993)
Mr. Jim Hill was present representing the applicant. There were
no objectors present. Dana Carney, of the Planning staff,
presented the item and a staff recommendation of approval.
Commissioner Oleson asked if the applicant was willing to limit
the number of vehicles for rental to eight and to do the
requested landscaping upgrade.
Mr. Hill responded that limiting the number of spaces available
for vehicle rental to eight would be agreeable and that the
landscaping would be upgraded and maintained.
A motion was then made to approve the application as recommended
by staff with a limit of eight spaces for rental vehicle parking.
The vote was 9 ayes, 0 noes, 1 abstaining (Putnam) and 1 open
position.
