The owner would like to do away with the nonconforming status because he is thinking of selling the business, and the future owner will probably construct some additional units. increasing the number of structures or expanding the use is prohibited by the zoning ordinance because of the nonconformity. The land must first be rezoned to an appropriate district and, in this case, a Conditional Use Permit will be needed should the C-3 be granted for the property in question. "Mini -warehouse" is listed as a conditional use in the C--3 district. There are a total of five structures on the property and three of the buildings contain storage units. The property has 205 feet of frontage on Doyle Springs Road and a depth of 261 feet. Because of the area being annexed to the City, most of the properties are still zoned R-2. Within the last several years, some commercial rezoning$ have occurred to the west, and Arkansas Electric Cooperative reclassified their large holding to 0-3 and I-2 in 1990. Therefore, a C-3 reclassification is a viable option for the location and conforms to the established commercial zoning in the area. (A mini -warehouse business on Baseline Road, one block to the west, is in the process of being rezoned to C-3 by the Board of Directors.) For this segment of Baseline and the areas identified for commercial use on the plan, the City has determined that C-3 is the appropriate level of commercial zoning.
