Site Location Little Rock Church - Conditional Use Permit (Z-5470) 10701 Baseline Road Little Rock Church/Mike Steelman, Agent Construction of a new church on property zoned R-2 single family. This site is located on the south side of Baseline Road approximately 420 feet east of Sibley Hole Road. 2. Comtaatibility with Neighborhood There is currently no development on any property adjacent to this site or across Baseline Road. The church project could be a positive influence for stimulating future development in the immediate area. 3. On -Site Drives and Parking Access will be taken off Baseline Road. There are also plans for future development on the site. A total of 110 parking spaces will be provided with this or later development. 4. Screening and Buffers The applicant intends on using the existing mature vegetation for screening and buffering, but if additional landscaping is needed, the applicant will meet those requirements. 5. City Engineer Comments There are none to be reported. 6. Analysis Little Rock Church purchased approximately seven acres on the south side of Baseline Road near the intersection of Sibley Hole Road. The property is currently zoned R-2 1 July 30, 1991 SUBDIVISION ITEM ND.: 13 Continued __ single family. The church proposes to construct a facility containing approximately 12,000 square feet with seating for 550 people and 110 parking spaces. The existing mature trees between the building site and Baseline will be retained. There are no plans for development of northern one-half of the site. Recreational uses and auxiliary church use will be confined to the south one-half of the site. 7. Staff Recommendation Staff recommends approval of the Conditional Use Permit as filed. SUBDIVISTON COMMITTEE COMMENTS: (JULY 18, 1991) Mike Steelman represented the applicant. Mr. Steelman gave an overview of the applicant's intended use for the site. Jerry Gardner of the Engineering Department stated that the reason for no engineering comments was because the applicant came to the City and found out what would be required. The chairman advised the applicant to submit a plan to include further proposed uses for the site. As of this writing, no additional information has been received by staff. Arkansas Power and Light Company is requiring a 15 foot easement around the property. No additional discussion took place. This item was sent on to the full Commission for action. PLANNING COMMISSION ACTION: (JULY 30, 1991) The agent for the applicant was present. There were no objectors in attendance. As part of the Consent Agenda, this item was approved by a vote of 7 ayes, 0 noes and 4 absent conditioned upon no permanent structures be placed on the site, such as bleachers and lighting. 2
