Analysis Western Hills United Methodist Church plans a 5,000 square foot addition to the existing sanctuary. The building will be of brick veneer on concrete block exterior walls with stud/gypsum board interior partitions. The fiberglass shingled pitched roof will be supported by wood trusses. The purpose of the new addition will be primarily to house Sunday School classrooms. Space will also be provided for a nursery ranging from babies to four year olds, a choir room, and pastor's office. Also handicapped accessible toilets for men and women will be included. 7. Staff' Recommendation Staff recommends approval of the Conditional Use Permit subject to all the engineering requirements being met. SUBDIVISION COMMITTEE COMMENTS: (JULY 18, 1991) There was not a representative nor the applicant in attendance. ,perry Gardner of the Engineering Department stated that the applicant has to meet all of the engineering issues, as well as paving of the parking areas on the site. No additional discussion took place, therefore this item was sent on to the full Commission for action. PLANNING COMMISSION ACTION: (JULY 30, 1991} The agent for the applicant was in attendance. There were -no objectors present. Staff stated that the agent reported that the applicant had agreed to comply with all of the Engineering staff's comments. There was some discussion regarding the additional landscaping that would be required. The agent for the applicant stated that all landscaping requirements would be met per the landscape ordinance. No additional discussion took place. As part of the Consent Agenda, this item was approved by a vote of 7 ayes, 0 noes and 4 absent. 2 sulY 30 1991 ITEM_ NO.: 11 NAME_ : LO C� ON : OWNER/APPLICANT: PROPOSAL : ORDINANCE DESIGN STANDARDS: 1. Site Location Western Hills United Methodist Church - Conditional Use Permit (2-5468) 4 601 Western Hills Board of Trustees Western Hills United Methodist Church/Richard W. Powell, Agent To construct a 5,000 square feet addition to the existing sanctuary. This site is located in the Westwood area of the city approximately 1/2 mile south of Asher Avenue. 2. Compatibility with Neighborhood The church has existed in the neighborhood for several years. There are residential uses and a school in the immediate area. This use is compatible with the neighborhood. 3. on -Site Drives and Parkin There is a circular drive which is unpaved. There is on-site parking, but it is not up to ordinance requirements. 4. Screening and Buffers There is some mature vegetation on the site. The applicant has agreed to add more, if needed, to meet the landscape ordinance. 5. Cit En ineer Comments The applicant has to provide handicapped ramps for sidewalks, and a sidewalk is required on Western Hills Blvd. frontage. Western Hills Blvd. has curb and gutter, but right-of-way and pavement width does not meet collector standards. 1
