Item Z -5445-B Dear Tony, rhe Downtown Neia!borhood Association supports fellow residents of the Mitchell Academy neighborhood and their opposition to the CARES program proposed for this vacant school building. We look for similar respect for our neighborhood views when redevelopment of Righ.tsell School, in our own neighborhood, is considered by city officials in future. The City's own proposal, endorsed by Wright Avenue Neighborhood Association ofyicials, does appear to be the better plan. C ortainly, it sloes a better job of taking into account the aoncerus of the residents living nearby. A van ant school. could be re -used in many ways; views of residents ought to count for more than was afforded by the Little Rock School. Board in this case. Under this proposal, these U buildings will be converted into approximately thirty-two apartments, mostly one- and two-bedroom 0 units, as well as necessary support space. One existing parking lot, a large paved area, and a loading E dock are also located on the site; these areas will be modified -and improved to provide approximately 1: fifty-three parking spaces. If you have any questions or need additional information, please let me know. MITCHELL PLACE REDEVELOPMENT PLAN Neighborhood Builders, Inc. (NBI) plans to redevelop the Mitchell School property as quality, affordable housing that meets the special needs of 35--40 mothers and their minor children who graduate from Arkansas CARES. The design and landscaping will complement the surrounding neighborhood and serve as a strong and positive anchor for the community. It can be a model for the city, state and nation. Arkansas CARES (Center for Addictions Research, Education, and Services) is an effective and nationally recognized prevention and treatment program for families affected by maternal addiction. It is unique in that it serves pregnant women and mothers with their children in an effort to break the intergenerational cycles of abuse, poverty, and dependence. In addition to addiction treatment and mental health services, Arkansas CARES teaches life skills emphasizing parenting, employment skills, nutrition, budget management and healthy living. Arkansas CARES intensive program is located at the Methodist Children's Home in the Oak Forest Neighborhood of Little Rock's midtown area where the program has been a good neighbor for 13 years. The Arkansas CARES intensive program will continue as now, however Mitchell Place will provide a new service -- drug-free and affordable housing for mothers who have completed long-term residential treatment and are transitioning to long-term self-sufficiency in the community. In order to accommodate the Arkansas CARES graduates within the Mitchell School structure, the existing spaces will be converted to apartments, program meeting and training rooms and support space. Because the conversion will utilize historic tax credits, the architecture and historic features of the building will be preserved and restored. The restoration process will probably involve replacing the modern windows and other recent architectural modifications that do not fit the guidelines for listing the structure on the National Register of Historic Places as required for utilizing the tax credits. The following is a list of specific improvements and modifications that will be done as part of the renovation and adaptive re -use of the building: • Improvements will be made to meet ADA accessibility requirements such as the installation of an elevator, ramps, etc. to provide wheelchair access. ■ The replacement of existing mechanical, electrical, and plumbing infrastructure will be done to meet current codes, regulations, and energy efficiency. This will include new HVAC systems, electrical panels and distribution, plumbing piping and fixtures. • The use of the building for apartments and the wood frame construction of the building will require a fire sprinkler system as well as up-to-date fire alarm systems. A new security system will also be installed. ■ If economics and program requirements dictate that the existing building cannot accommodate enough apartment units, the development partnership may build additional new apartments on the site. There may be six to eight new units built to compliment the architecture of Mitchell School. A limited partnership will be formed to own and/or secure a long-term leasehold interest in the property and improvements. Total improvement cost is preliminarily estimated to be $4.5 million. Sources of funds Proceeds from syndication of Low Income Housing Tax Credits (Section 42 of the Internal Revenue Code, administered by the Arkansas Development Finance Authority) $ 3,800,000 Proceeds from syndication of state tax credits, Historic Rehabilitation Tax credits, and other loans or grants as needed 700,000 $ 4,500,000 The partnership will apply for the LIHTC allocation in January 2006 with awards to be announced in May 2006. Final planning, construction contract negotiation, and financing approvals will be done with construction anticipated to begin in November 2006 with completion and occupancy in October 2007. Building Community Bridges (a non-profit affiliate of Arkansas CARES) will execute a master lease to the partnership based on operating expenses for a term of 15 years. Income of the tenants may not exceed 60% of the area median income. Rents will be based on operating expenses. The organization will have the option to buy the property from the partnership at the end of 15 years based on the exit taxes of the tax credit investor (estimated to be $200,000). The Mitchell Place building will be supervised 24 hours a day by on-site staff providing property management, security and client support services. Safe, attractive, and developmentally appropriate playgrounds will be erected for children's physical and social development. It is the project's intent to work toward providing on-site or nearby licensed childcare for preschoolers and an after-school program that would collaborate with community providers and serve community children as well as children living at Mitchell Place. A community room would be available for training, community meetings and appropriate community activities. To be eligible to live in Mitchell Place Apartments, the families will be enrolled in the Building Bridges program. This program addresses the continuing care needs of mothers as they transition from intensive residential treatment to independent community living. Client families enroll in Building Bridges after graduation from an intensive residential program (which at Arkansas CARES averages six months in length). Mothers living at Mitchell Place will be employed or in school and will pay rent. They will have incomes less than 60% of the Pulaski County median income. They will agree to not possess or use drugs (including alcohol and cigarettes) or weapons. Possession of drugs or weapons on-site will be grounds for dismissal from Mitchell Place housing. Residents will agree to random and "on -suspicion" housing checks and drug screens which will be provided by Building Bridges staff. Mothers will also have access to family planning and prenatal services, and children will have ready access to immunizations and child health screenings. In 2006, the application deadline is Friday, January 27. One of the threshhold items which should accompany the LIHTC application is a support letter from the chief elected official of the jurisdiction where the development is planned. The support letter must be site specific and clearly support the type, size, and location of the planned development. On the issue of zoning, the proposed site should be appropriately zoned at the time of application OR the applicant must submit proof of application with the proper zoning authority, and the correct zoning must be approved by the end of the application cure period (in 2006, that date is April 21).
