As pictures show and my statement these are not good neighbors or good caretakers of the property.
This property should stay residential only. I request that you deny the rezoning of this property.
10305 Geyer Springs Road
Joe C. and Dovie Kumpe original owners
Joe C. Kumpe died November 4, 2005
Dovie Kumpe died May 27, 2013
After Joe died Dovie lived at this location until roughly 2010 or 2011 when she moved to be close to
family. Initially she was going to move her house to land close to her family.
After she moved I kept in touch with Dovie and her son. I kept watch over the house in case
something may happen such as fire or breakins. . Then in 2017 I noticed
activity at the house. I could not reach Tony and had to leave a message, in the mean time I
check the assessors site and saw the property had a quit claim deed filed. Tony knew nothing of this
and after checking with him attorney, the cost to him was to much at that time to pursue.
I contacted the assessors, county clerk and State of Arkansas as to how this can happen and do they not
verify the person signing is the legal owner of the property. They all stated it is not their job to verify
it is the notary. This notary was dead, listed as not in good standing.

You may remember Kelly Tucker, he was one that did have his land returned to his possession.
Thank you,

.ITTLE ROCK, Ark. (KATV) —The Arkansas Attorney General has filed suit against two North Little Rock men. They are accused of forging documents to steal land.
kccording to the lawsuit, Neill Reed and Jeric Goodrum were able to pull off an amazing feat: they obtained signatures from property owners and a notary public
vho were deceased.
:or example, in 2018, Mabelvale property 10620 Legion Hut Road was headed for public auction when a quitclaim deed transferred ownership to Reed and
.3oodrum.
the signature of the property's owner, Louis DePriest, and notary public, Alfred Bauldwin, are both on that deed. But both died in 2015.
Reed and Goodrum acquired a property in North Little Rock at 4400 Augusta in August of 2015.
The quitclaim deed was signed by Dale Scates, who died two years earlier. And again, the document was notarized by a Mr. Bauldwin, who at this time had been
dead for six weeks.
But of all the properties involved in these alleged schemes, the one at 1872 South Cross Street in Little Rock, might be the most surprising: the former home of
prominent attorney and civil rights activist Scipio Jones.
Jones died in 1943. His home was placed on the National Register of Historic Places in 1999.
It's most recent owner, Thomas Johnson, died in 2010.
Yet somehow there is his signature on a quitclaim deed signed in March of this year, transferring ownership of the property to Neill Reed.
The notary public who claims to have witnessed the deceased Mr. Johnson sign that deed for the Scipio Jones home was a Tonya or Latonya Pate. She is not
deceased, but we have not been able to reach her.
We did reach Neill Reed and Jeric Goodrum by phone. Both were surprised to learn that the attorney general had filed a lawsuit against them. Goodrum claims
Reed handled all the paperwork. Reed offered no comment.
