ORDINANCE DESIGN STANDARDS: 1. Site Location This site has several other structures on it. The land is flat with some mature vegetation. 2. Compatibility with Neighborhood This request is very compatible with the surrounding neighborhood. There are several manufactured homes within the neighborhood. 3. On -Site Drives and Parking There exist one on site drive and no parking is required. 4. Screening and Suffers There does exist some mature vegetation on the site. 5. City Engineering Comments Dedication of additional right of way on the Stagecoach frontage (55 feet from center line) is required. Principal Arterial improvements (or waiver) is also required. The site may be in the 100 year flood zone, and may require a floor elevation certificate for a building permit to be obtained. 1 May 7, 1991 SUBDIVISION ITEM NO. 7 CONT. 6. Staff Analysis Upon review of the applicant's request to place a manufactured home on the site, staff discovered that a transfer of property had taken place between two persons but no replat had been done making the lots legal. Therefore, before the Conditional Use Permit can be obtained the applicants will have to replat the property which would require additional review by the Planning Commission. The desire of the applicant is to place a double -wide manufactured home on property which is zoned R-2 Single Family. The double -wide manufactured home is approximately 281x601. The wheels and axles will be removed and set up as a permanent dwelling. It will be underpinned with brick and will have a 41x4' porch. There will also be a carport and drive leading to the rear of the manufactured home. 7. Staff Recommendation Staff recommends approval of the Conditional Use Permit conditioned upon the applicants filing for a replat to be reviewed by staff. SUBDIVISION COMMITTEE COMMENTS: APRIL 25, 1991 Carl Moseley, the applicant, was present. Staff described the conditional use permit request and explained the need for replatting the property. It was suggested to the Committee members that the Planning Commission could approve a replat and the conditional use permit at the same meeting. Mr. Moseley said he understood the platting requirement and agreed to dedicating the necessary right-of-way. PLANNING COMMISSION ACTION: The applicant was present.
