I have been interested in Pankey for 50 years having owned some of the lots there. Your write up mentions the unrealistic plat of lots,blocks and alleys and street that cant’ be built due to the terrain. Even more daunting is the ownership is split among scores of owners sometimes with 4- 5 different owners within the same 12 lots in one block. And still more daunting is those single lot ownerships have often gone through 3-4 generations without probate so the title is screwed up. Josephine Pankey sold individuals those lots about 100 years ago and now a single lot may have a score of different owners in as many states none of whom know each other. I have tried every 10-20 years to buy some of the those lots in an attempt to put it all back together thinking that if assembled it might be developed. My offer to enter into negotiations have never received any replies. I attempted to get John Walker the prominent African- American lawyer to make those same attempts thinking that the predominately black owners might respond better to another black, but still unsuccessful. I think there might be a way to invoke some kind of municipal power to condemn the land for a municipal purpose and once acquired it could be developed. Doing so would be blessing to the present owners who are paying taxes on the parcels with no realistic hope of ever getting anything out of the land their great-grandfather purchased. Our Mayor might be interested in trying to do something like this, otherwise, I can almost guarantee the land will never be developed. If that is the case, the street you propose to put on the MSP will never be built unless the City builds it. a doubtful possibility.
