STAFF REPORT: On May 24, 2010, the applicant refiled this project as a Planned Office Development rezoning. Staff recommends withdrawal of this CUP request. PLANNING COMMISSION ACTION: (JUNE 3, 2010) The applicant was not present. There were no objectors present. Staff informed the commission that the application had been refiled as a planned development and this C.U.P. application should be withdrawn. There was no further discussion. The item was placed on the consent agenda and approved for withdrawal by a vote of 10 ayes, 0 noes and 1 absent. SUBDIVISION COMMITTEE COMMENTS MAY 13, 2010 ITEM NO.: 7. HUFFMAN OFFICE WAREHOUSE CONDITIONAL USE PERMIT SE CORNER OF KANIS ROAD AND CHERRY BROOK DRIVE Z-5427-8 Planning Staff Comments: 1. The Bill of Assurance for Lot B, Block 1, Cherry Creek includes the following statement: "No structure shall be erected, altered, placed or permitted to remain on such building sites other than for office purposes unless approved by the City of Little Rock." 2. Provide information on proposed building; including building height, materials, roofing, warehouse doors. 3. Provide signage plan. 4. Provide typical number of employees. 5. Provide days and hours of operation. 6. Locate and describe site lighting; should be low-level, shielded downward and into the site. 7. Remove dumpster from front yard setback. Indicate new location and required screening. 8. Provide additional information on proposed outside storage yard. 9. Locate and describe all proposed fencing. 10. Required land use buffer on south and both street buffers fall below the minimum required by the ordinance. A minimum of 70% of the southern land use buffer is to be undisturbed. Variance/Waivers: ■ None requested. Public Works. 1. At the time of development, the handicap access ramp should be relocated parallel to Kanis Road to direct pedestrians across Cherry Brook Drive. 2. At the time of development, repair or replace any curb and gutter or sidewalk that is damaged in the public right-of-way prior to occupancy. Utilities and Fire Dg artment/Count Planning: Wastewater: Sewer available to this project. Entergy: No comments received. Centerpoint Energy: No comments received. AT&T (SBC): No comments received. Water: All Central Arkansas Water requirements in effect at the time of request for water service must be met. The Little Rock Fire Department needs to evaluate this site to determine whether additional public and/or private fire hydrant(s) will be required. If additional fire hydrant(s) are required, they will be installed at the Developer's expense. Please submit plans for water facilities and/or fire protection system to Central Arkansas Water for review. Plan revisions may be required after additional review. Contact Central Arkansas Water regarding procedures for installation of water facilities and/or fire service. Approval of plans by the Arkansas Department of Health Engineering Division and Little Rock Fire Department is required. Contact Central Arkansas Water regarding the size and location of the water meter. ITEM NO.: 7. Cont. A Capital Investment Charge based on the size of meter connection(s) will apply to this project in addition to normal charges. A CIC MAIN CHARGE WILL APPLY TO ALL CONNECTIONS OFF OF THE MAIN IN KANIS. This fee will apply to all connections including metered connections off the private fire system. Due to the nature of this facility, installation of an approved reduced pressure zone backflow preventer assembly (RPZ) is required on the domestic water service. This assembly must be installed prior to the first point of use. Central Arkansas Water (CAW) requires that upon installation of the RPZA, successful tests of the assembly must be completed by a Certified Assembly Tester licensed by the State of Arkansas and approved by CAW. The test results must be sent to CAW's Cross Connection Section within ten (10) days of installation and annually thereafter. Contact the Cross Connection Section at 377-1226 if you would like to discuss backflow prevention requirements for this project. Fire Department: Approved as submitted. County Planning: No Comments. CATA: The site is not located on a CATA bus route. Planning Division: No Comments. Landscape: Site plan must comply with the City's minimal landscape and buffer ordinance requirements. The zoning buffer ordinance requires sixteen (16) foot wide land use buffer along the southern property line next to the residentially zoned property. Seventy percent (70%) of this area must remain undisturbed. Currently, this area is both disturbed and deficient in depth; revise. The zoning buffer ordinance requires an average nine (9) foot street buffer along Cherry Brook Drive. Currently, the site is not meeting this minimal requirement along Cherry Brook Drive. The parking lot should be no more than sixty (60) foot in width, allowing for the minimal nine (9) foot wide perimeter landscape strip. The zoning buffer ordinance requires an average sixteen (16) foot wide street buffer along Kanis Road. The Landscape Ordinance requires a nine (9) foot wide perimeter landscape strip around the sites entirety. Currently, this site is deficient along both the southern, eastern, and western perimeters of the site. A variance from the City Beautiful Commission must be obtained prior to the issuance of a building permit. A small amount of building landscape will be required. Interior landscaping requirements are required to be located within the proposed parking area. This minimum requirement is calculated at eight percent (8%) of the paved surfaced areas. These interior islands must be a minimum of seven foot, six inches in width (7'-6") and a minimum of one hundred and fifty (150) square foot in area for credit towards the landscape ordinance requirements. A six (6) foot high opaque screen, either a wooden fence with its face side directed outward, a wall, or dense evergreen plantings, is required along the southern perimeter of the site. Credit towards fulfilling this requirement can be given for existing trees and undergrowth that satisfies this year -around requirement. The dumpster is located along the street; relocate to an area less visible from the street. Prior to the issuance of a building permit a landscape plan must be approved and comply with the minimal landscaping and zoning buffer ordinances. ITEM NO.: 7. Cont. (7,5427 - The City Beautiful Commission recommends preserving as many existing trees as feasible on this site. Credit toward fulfilling Landscape Ordinance requirements can be given when properly preserving trees of six (6) inch caliper or larger. Other: Submit responses to staff issues and four (4) copies of revised site plan (if required) by Wednesday May 19, 2010. Required notices are to be sent via certified mail no later than Wednesday May 19, 2010 and proof of notification returned to staff by May 28, 2010.
